Before the election of Constituent Assembly, Nepali leaders' objective was supposed to be an incl... more Before the election of Constituent Assembly, Nepali leaders' objective was supposed to be an inclusive and decentralized model of governance achieved through correcting structural and historical discriminations. This process of restructuring socio-political contours of Nepal captured mass imagination and became an emotional subject. Although this initial euphoria seems to be withering now, the broader community is still optimistic about it. Right now, this historical task resembles a war where blaming and shaming each other in dramatic ways is the ultimate strategic choice. In such a contest, ideology is being bounced between two opposite poles (‗proletariat' vis-à-vis ‗bourgeois'), and the word ‗ideology' itself has become a lost expression.

Small developing countries in Asia, Latin America and Africa are still struggling with the instit... more Small developing countries in Asia, Latin America and Africa are still struggling with the institutionalisation and professionalisation of science. Many countries in these regions are yet to establish science communities. Singapore case becomes all the more interesting and exemplary as this small country was able to build a small but vibrant science community in relatively a short span of time. As will be shown through the case study on ‘Biopolis’ (cluster of modern biology laboratories and national university), there is indeed a unique Singaporean approach in building science community by attracting global talents. The process of attracting global talents or what may be seen as a case of brain gain was part of Singapore’s national science, technology and innovation (STI) strategy since the 1980s and particularly the 1990s. After exploring the most salient features of STI policies, the essay will focus on two major institutional developments, which were crucial for building Biopolis, based science community. First is on building of world class university and research ecosystem; and second is a empirical research on the structure and composition of scientists in eight major biological labs.

On 2 May 2016, Robert Penner, Canadian national residing in Nepal with a working visa, was arrest... more On 2 May 2016, Robert Penner, Canadian national residing in Nepal with a working visa, was arrested and then deported to Canada and his visa being cancelled. Based upon an analysis of the documentation related to his arrest and expulsion, this article analyses the articulation of different operations of control. A chain of public interventions and governmental actions makes the substance of the management of digital expression in Nepal and this has to be analysed with tools from media studies and science and technology studies. We present different operative regimes: Twitter accounts and discussions, police action and arrests, and court petitions. We analyse how operational levels are connected and how their interconnections lead to the criminalisation of one individual, most notably through the reformulations of the accusations by different groups of people via different devices.
