I had a problem completing a quest with the delivery of three packages. I accepted the assignment on the errand board and successfully delivered all three packages. but when you try to pass the task, the game says that the quest is not completed.
There's no problem with the quest. You have been given additional items to deliver by the initial recipients. Did you ignore what they were saying?
...luckily for you, the packages are in your Key Items in the menu. Look for items marked with a 'star' symbol. The description says who to deliver them to and where they are, approximately. Just make sure to read this time...
