Personal identity data are becoming increasingly important in online transactions, and they have never been monetised to the extent they are today. Consequently, there is a need for an improved understanding of the economic externalities resulting from the electronic use of identities in transactions. In this context, we distinguish four main theoretical approaches for understanding economics of identity: identity as a consumption good, identity as a capital asset, identity as a social good, and identity as a cost. We analyse each of these approaches in terms of their benefits to understanding economics of identity, their drawbacks, and the bearer of the cost of identity provision. This survey seeks to find out more about future user needs and requirements in the area of digital identity, with a view to informing EU policy making. This survey has a twofold objective: identifying a) young people's perception of the risks that the new eID technologies may pose and b) young people's acceptance levels of these risks, and their general motivation and intent regarding the use of these new technologies. In summary, the survey should identify the key factors that should encourage or support the development of actual and potential eID-based services, in the views of young European consumers.

I argue here that the study of this political potential has been framed, since the ‘70s, as an electronic democracy discourse. The discourse is rhetorical in nature and builds on political, structural and semantic dynamics unfolding in the cultural domain, promoted by left-wing political entrepreneurs in strange alliance with the forces of high-tech capitalism, mainly amongst academic quiescence. Using material from the Us, the Uk and other countries this article offers three explanations, or theorems, of the coalescence of the discourse. The report starts by introducing the technologies, their characteristics, market diffusion and barriers to take up, and their potential economic impact, before moving to an analysis of their contribution to the competitiveness of the European ICT industry. The research is based on internal and external expertise, literature reviews and desk research, several workshops and syntheses of the current state of the knowledge. The results were reviewed by experts and in dedicated workshops. The report concludes that the general expectations for the next years foresee a speeded up migration of contents and services to digital, in a scenario of rapidly increasing convergence of digital technologies and integration of media services taking advantage of improved and permanent network connections. There is growing interest worldwide concerning new communication technologies and the electoral p... more There is growing interest worldwide concerning new communication technologies and the electoral process. Studies of online elections have yielded a sizeable body of knowledge on the strategies of electoral actors in an increasing range of countries. Although in the US data are routinely gathered regarding citizens' use of the Internet as a source of electoral information, limited cross-sectional evidence originates from the EU. None of this is comparative. Using data from Flash EuroBarometer 161, this article examines European citizens' use of the Internet for electoral information regarding the 2004 European Parliament election. Specifically, it discusses use of the Internet for political information in relation to location, technological development, traditional media, individual social position, political attitudes and voting turnout in 25 countries. At micro, individual level, a model is built that controls for traditional predictors of electoral media consumption, such as age, gender, education, political interest, and electoral connectedness and activity. At the macro, country level, the article explores the import of the electoral system and rules, compulsory voting, GDP per capita, levels of electoral engagement of traditional mediators (governments, parties, press) and voting turnout on the use of the Internet for electoral information. Overall, the article introduces original evidence and analysis of the role of the Internet in European elections, and contributes to the debate on the media and elections in a comparative perspective.
This article reviews the existing literature on the study of on-line aspects of elections along t... more This article reviews the existing literature on the study of on-line aspects of elections along three well-rehearsed theoretical frameworks: equalisation vs. normalisation, information vs. engagement, and mobilisation vs. reinforcement. It then examines the contribution of this volume to the field, first by direct reference to existing literature, then more generally, touching upon the notion of the 'comparative'-theoretical, geographical and empirical. I examine the contribution of the articles, considered as a collective effort, in relation to the increasing specialisation in the study of on-line aspects of elections. Then the framing of issues and the evidence presented within and across individual articles are used to assess the import of the internet for election campaigns with respect to increasing pluralism, professionalisation, and audience activity (or the lack thereof). It will be argued that this theme issue represents a first, necessary contribution towards gaining a cross-national understanding of the growing role of the internet for electoral practice. The last section further elaborates on possible future directions of online campaign studies, drawing on the study of the 2004 EP online election.

Purpose-The purpose of this paper is to examine the electronic identity (eID) market from a socia... more Purpose-The purpose of this paper is to examine the electronic identity (eID) market from a social, technical and regulatory viewpoint, and the opportunities/challenges for policymakers. The paper also aims to discuss whether a single European market for identity is realistic and whether a common eID framework for Europe is timely and appropriate. Design/methodology/approach-The paper presents a structured review of user behaviours, a timeline of technical developments, and an analysis of market trends and policy analysis in relation to the eID ecosystem. Findings-Users of electronic systems and applications disclose increasingly more identity-relevant data. These data are often a prerequisite to the supply of advanced electronic services. In economic terms, the utility functions of users and service providers in relation to eID data are divergent. This generates a market asymmetry, as service providers are able to extract value from user data via opaque value propositions. European policymakers have different options to redress this unbalance. An eID framework based on the ''privacy by design'' approach is seen to offer a solution to excessive disclosure, market fragmentation and unclear value propositions. The strengths and weaknesses of the approach are assessed. Research limitations/implications-Results from the application layer of the eID market are based on exploratory research. Evidence from a larger number of cases and sectors is required to determine and articulate emerging value chains. Practical implications-In discussing an eID framework, policymakers should address critical issues concerning resources and funding, balance between online versus offline transactions and between present versus future technologies, users' actual behaviours, the infrastructure of certification and trust, and governance at the industrial, member state and EU levels. Originality/value-The paper draws together research in four domains-social, technical, market and regulatory. It addresses for the first time the barriers to the ''privacy by design approach'', alongside its virtues.

Data collected and analysed include a survey of British citizens' online political behaviour, and three smaller, in-depth surveys of citizens' online political activities within limited settings: a national online consultation forum, routine politics by young party activists and charity work by an elderly activist network.
