The article presents a matrix of pairwise correlations for 26 regions of the Central and NorthWes... more The article presents a matrix of pairwise correlations for 26 regions of the Central and NorthWest Federal Districts of Russia between ten scientific-innovation and macroeconomic indicators comprising a number of objects of the innovation infrastructure according to two databases, a number of universities, university potential which had been calculated based on Webometric rankings of universities, a number of Scopus-publications in universities of the regions during the year 2015, and, in general, the Gross Regional Product, a number of population, the Gross Regional Product per capita, population density. In all cases there were obtained high values of Pearson's Correlation Coefficient. It has been concluded that a high level of scientific-innovation development of regions is based on a high degree of social-economic development of their urbanized territories that is the Gross Regional Product and a number of population, rather than the reverse.

The technique of evaluation of the innovation potential on the example of the Central Federal District regions by means of the functional model of evaluation is given consideration to. The algorithm of the innovation potential evaluation proposed by the authors includes six groups of indexes integrating twenty-eight individual indicators. The main advantages of this technique are studied. The authors’ approbation of the proposed technique on the example of the Central Federal District has been carried out.

The study aims are to conduct a systematic quantitative analysis of Open Access (OA) Instruments ... more The study aims are to conduct a systematic quantitative analysis of Open Access (OA) Instruments and Initiatives, justify and develop the methodology for calculating the index of countries' involvement in the Open Access movement. The authors identified all the significant OA-Instruments and OA-Initiatives, which were counted on the basis of the records in their OA-registers. Consolidation of records in these registers, according to literature data from the moment of their launch, made it possible to identify important patterns and features of the evolution of the OA-movement. The proposed methodology when applied to all countries of the world as of 2017 and 2019 allowed the authors to rank and classify them according to a degree of their involvement in the OA-movement. The article presents a review on the functioning of the ResearchGate network and the growth of it... more The article presents a review on the functioning of the ResearchGate network and the growth of its popularity both from the literary data and from the experiments in the Google Scholar search engine. It describes a unique weekly monitoring experiments of downloads of Belgorod State University (Russia) scientists' publications by scientists from other countries (starting on 11.01.2015 through 20.12.2015), and it is shown that scientists from the United States (about 10,000 downloads in 2015) and China (about 6,000 downloads in 2015) are most interested in these publications. As a result we see very uneven inverse-square distribution of Belgorod State University publications by countries of the world. The total number of countries appeared to be 91.

The article focuses on calculations to assess contribution made by University publication activit... more The article focuses on calculations to assess contribution made by University publication activity and citations indicators to the regional integral indicator of publication activity and citations for Voronezh Region, Ivanovo Region, and Ryazan Region. It shows that relative indicators are more significant in calculations of this kind therefore regions with a large number of Universities have no advantage. The article offers a triangular matrix of ratios expressing how much one regional integral indicator of publication activity and citations exceeds the other, which was calculated for the RF Central Federal District regions. Ratios range up to 3.47. It is concluded that the offered triangular matrix of ratios can be useful for arbitrary rankings of items by values of some indicator. In its frameworks three analytical procedures are proposed. They are used to build university and country matrices showing entries of universities ranked TOP-N by the selected ranking into TOP-N in some or all global university rankings as well as to calculate proximity of the number of entries of universities ranked TOP-N by the selected ranking into TOP-N of all global university rankings to maximum possible number of entries that equals N. Matrices built on the basis of the first analytical procedure show academic superiority of Italian, Spanish and French universities of the region in question, with 6 Italian, 5 Spanish and 2 French universities found in all eight world university rankings. We have also classified these structures and identified structural chang es in them for German universities. These shifts have been observed in the Free University of Berlin and Humboldt University, and they all occurred within 5 years in the first decade of the 21st century when the major university publication activity moved from the sphere of medical research to the area of social sciences and humanities. The paper is a retrospective analysis of trends in quantitative empirical and theoretical studies... more The paper is a retrospective analysis of trends in quantitative empirical and theoretical studies of urban surface runoff from the mid-19 th century to the early 90s of the 20 th century, when the largest Soviet scientific school for such studies in the city of Kharkov was dissolved. As shown in the paper, the calculation methods for estimating peak discharges of urban surface runoff can be traced back to a pioneering work by T.J. Mulvaney (1850), which laid the foundation for the “rational method”. Later this method was developed in the works by E.Kuichling (1889) and D.E.Lloyd-Davies (1906). The significance of developing such a method was determined by frequent cases of flooding urban territories and by the need for rapid removal of large volumes of storm water through special collectors. The publishers from the first group, namely Elsevier, Springer and Wiley Publishers, charge an average $3,000 for the Open Access option (with the cost ranging from $500 to $5,000). For the editors from the second group, such as PLoS publishers, there has been obtained a simple balanced equation showing that if when moving from a subscription journal to an OA-Journal an editor intends to keep his incomes at the old level, the he should keep the annual average number of articles equal to the circulation of his subscription journal, and the cost of publishing one article should be equal to the annual subscription fee (about $2,000-3,000). The role of universities and transnational corporations in the circulation of scientific knowledg... more The role of universities and transnational corporations in the circulation of scientific knowledge is considered. If institutions generate, mostly scientific knowledge, trying to facilitate its free circulation, then transnational companies, contrarily, try to remove most significant and cutting-edge scientific knowledge from free circulation and its commercialization and reintroduction into an open, but now commercial, circulation in the TRIPS. However, paradoxical, the open access movement to scientific knowledge, eventually, facilitates feudalism of knowledge. We call this phenomenon the 'open access – paradox'. Based on the experiments done with Google Scholar and Google Patents, it is shown that universities generates, mostly scientific knowledge (scientific articles), and transnational companies generates, mostly technological knowledge (patents).
The paper presents a methodology for calculating the aggregate global university ranking (Aggrega... more The paper presents a methodology for calculating the aggregate global university ranking (Aggregated Global University Ranking, or AGUR), which consists of an automated presentation of the comparable lists of names for different universities from particular global university rankings (using Machine Learning and Mining Data algorithms) and a simple procedure of aggregating particular global university rankings (summing up the university ranking positions from different particular rankings and their subsequent ranking). The second procedure makes it possible to bring lists of universities from particular rankings, which are nonidentical by length, to one size. The paper includes a sample AGUR for six particular global university rankings as of 2013, as well as crosscorrelation matrices and intersection matrices for AGUR for 2011-2013, all created by means of using the Python-based software.

Aggregating integral indicators across all the constructed scoreboards into one complex index by means of the Polish taxonomy method has allowed doing the mapping of CEEC. There has been outlined a tendency of growing educational and innovative potential of countries when moving westwards.
