Maar over het geheel genomen was de wateren graassituatie voor de grotendeels nomadische veeteelt bij het begin van de kleine regens van 2010 al tamelijk slecht, waren de beesten er niet goed aan toe en was de lokale economie in de hele regio van en rondom Somalië verzwakt. The publications in this series cover a wide range of subjects-from computer modeling to experience with water user associations-and vary in content from directly applicable research to more basic studies, on which applied work ultimately depends. Some research reports are narrowly focused, analytical and detailed empirical studies; others are wide-ranging and synthetic overviews of generic problems. Although most of the reports are published by IWMI staff and their collaborators, we welcome contributions from others. Each report is reviewed internally by IWMI's own staff and Fellows, and by external reviewers. The reports are published and distributed both in hard copy and electronically (www.iwmi.org) and where possible all data and analyses will be available as separate downloadable files. Reports may be copied freely and cited with due acknowledgment.

Also for Africa they are part of material heritage (Opening statement APH papers Leiden). Abstract The Belgian Congo suddenly became an independent republic in 1960 and that was followed by four years of turmoil and by an attempt to develop a national ‘authentic’ identity afterwards. Focusing on the 1950-1971 period these major changes can be made visible on the postage stamps used in the territory, with clearly a colonial message between 1950 and 1960, visible turmoil on stamps between 1960 and 1964, and images showing the quest for authenticity and national identity between 1965 and 1971. The dramatic consequences of the severe winters and droughts between 1999 and 2002 drew worldwide... more The dramatic consequences of the severe winters and droughts between 1999 and 2002 drew worldwide attention to Mongolia's important livestock sector and its extensive-and growingnomadic pastoralists. Much of the focus in this regard was put on the impacts of the change from communist rule to a free market regime. In a recent section of the journal 'Development and Change' 35(1), coordinated by Robin Mearns, these consequences are discussed extensively. However, concepts like ´nature´, ´market´, and ´degradation´ are used as container concepts, without much empirical specificity. A recent research project run by Mongolian and Dutch researchers applied models of carrying capacity dynamics, and caloric terms of trade, to better understand the relationships between the dynamics of nature and the dynamics of the market in this volatile environment. The project applied these models to Mongolia as a whole, and to two case study areas: Ugtaal in the north, and Gurvansaikhan in the south. The analysis shows the importance of policy attention for livestock commercialisation. A large majority of herders simply do not have enough animals to sustain themselves in the traditional way. They are either forced to combine subsistence livestock-keeping with a variety of other jobs, or they can choose to become more market-oriented herders. If they do this wisely, they can increase their incomes, improve their health, and maintain the pastures. However, this depends on renewed forms of land and water management institutions preventing the few rich (and partly absentee) herders from overutilising the pastures to the detriment of their poorer, and more market-oriented, fellow pastoralists.

Public-private partnerships have emerged in recent years as an important policy option to ensure ... more Public-private partnerships have emerged in recent years as an important policy option to ensure service provision in the water resources sector. However, there is very little analysis of past experience of partnerships between the public sector and various arms of the private sector: water companies, NGOs or even farmer groups. Further, there is limited conceptualisation of what is meant by partnerships between the public and private sectors. This paper draws on a study of watershed management in Haryana to analyse the evolution of public-private partnerships in natural resource management. The paper finds that the public sector has an important role to play in facilitating design of an institutional contract that clarifies water rights and rules for benefit sharing and conflict resolution.
