To je put Vojnogeografskog instituta kroz tri veka, kroz različite državne okvire i druga iskušenja, posebno česta ratna stanja. Za datum osnivanja Vojnogeografskog instituta i kao početak razvoja srpske vojne geodetske službe uzima se 5. februar 1876. godine, kada je formirano Drugo odeljenje Glavnog đeneralštaba srpske vojske. Ovaj rad je pokušaj sagledavanja istorijskih činjenica kroz prizmu društveno-političkih, vojnih i profesionalnih okolnosti. Obuhvaćen je period koji je pratio ovu instituciju i njene pripadnike od osnivanja do danas. Posebno je opisano stanje u službi. Tematski rad uslovno je podeljen na tri perioda: od 1876. godine do kraja Prvog svetskog rata, od stvaranja Kraljevine Srba, Hrvata i Slovenaca do kraja Dugog svetskog rata i od kraja Drugog svetskog rata do danas.

Digital Elevation Models (DEM). Digital line Pushbroom scanner Leica ADS80 can be used to obtain DSM
/ DEM thanks to the recorded material. The data obtained using the ADS80 provide several advantages
over LiDAR results, especially since the generation of orthophotos can be based on the same data set. As a
fundamental approach, the principle of Semi-Global Matching (SGM) it is used, which is suitable for the
process of calculating digital models of high-performance and high-resolution surfaces. This paper presents
the SGM approach during processing images obtained by the ADS80 system, as well as comparing the
results obtained using the LiDAR system - in terms of data processing. A comparative analysis and
comparison of SGP and LiDAR properties was performed, which is illustrated on a specific example. It has
been shown that SGM can be used as an alternative to the LiDAR system. For certain applications for
which it is necessary to generate a digital model of a high-resolution surface or to make orthophotos - thus
saving additional flight costs - SGM is the priority choice.
U radu se opisuje način primene platforme za obradu i upravljanje prostornim podacima prikupljeni... more U radu se opisuje način primene platforme za obradu i upravljanje prostornim podacima prikupljenim dronovima, kao bespilotnim aerofotogrametrijskim sistemima. Softverska podrška pomoću koje se vrši obrada i upravljanje podacima, kao i generisanje modela za potrebe fotogrametrije data je na primeru upotrebe Agisoft Metashape softvera. Podaci koji su korišćeni za obradu vezani su za snimanje primarnog vojnog etalona za velike dužine i ugao, koji se nalazi u Kovinu. Snimanje je sprovedeno dronom WingtraOne. Rezultati rada potvrđuju kvalitet prikupljenih-snimljenih i obrađenih-izlaznih podataka. Kroz istraživanje potvrđena je i činjenica da bespilotni aerofotogrametrijski sistem WingtraOne može biti i dobro rešenje kod prikupljanja prostornih podataka i izradu nekih geotopografskih materijala za potrebe Vojnogeografskog instituta "General Stevan Bošković".

The previous practice has shown that older editions of topographic maps of the Military Geographi... more The previous practice has shown that older editions of topographic maps of the Military Geographical Institute can be used as a reliable source of data in the process of creating digital topographic maps at a scale of 1:25 000. Since vectorization of the topographic data for the complete scale series of topographic maps has not been done, these maps are used exclusively in the form of raster services as a supplement to primary cartographic sources. Therefore, the large amount of data on these topographic maps can provide insight into how some phenomena moved and developed over time, but remained in raster form unsuitable for processing, analysis, and comparison with vector data obtained from primary cartographic sources and depicting the real character of some occurrences. The paper shows the process by which, using the Python programming language in combination with the ArcScan vectorization tool, line symbols of paved roads are extracted from the 1:25 000 topographic maps and then translated into a vector form suitable for further use. The data obtained in this way become available for multiple applications with a great saving of time, considering that the process is completely automated. A proposal for using the results through a comparison of the higher-order road network between the situation in 1969 and the situation in 2022 is given.

On the basis of determining the recent state of environmental elements of the municipality with the clip, suggestions were made for the protection and control. Special attention is devoted to the analysis of the most vulnerable parts of the municipality, located in the eastern and northeastern part of the municipality. In those parts of the observed traces of heavy metals in the images, and partly visible, and erosion processes. For the purposes of monitoring environmental elements in Ub, the results of remote sensing analysis are presented.

Geografski elementi atlasnih karata, pretprocesiranje u GIS i strukturiranje karata digitalnog atlasa podržano GIS-om čine osnovne teme rada. Naglašava se mesto GIS tehnologije u procesu izrade atlasnih karata sa dva aspekta. Jedan aspekt predstavlja okvir geografskih informacionih sistema i mogućnosti koje pružaju, a drugi aspekt predstavljaju kartografske metode, odnosno sistem kartografskih metoda u čijem okruženju se izrađuju atlasne karte.

Within the system of cartographic and GIS methods this paper presents analogue-digital conversion of cartographic data, defining and control of mathematical elements of atlas maps, processing and generating of geographic atlas content of the Gulf. In this paper multifunctionality and different aspects of using obtained digital geodata are presented through the project of modelling and creating Digital atlas of the Boka Kotorska Gulf regardless of the epoch of formation of the basic cartographic sources because the changes occurring are not the same in the case of all geographic map elements. The advantages of modelling thematic atlas within applied system of cartographic and GIS methods are listed what represents the way for getting new charts and new data about quantitative and qualitative characteristics of certain geographic phenomena of the Gulf.

O razlozima, toku i drugim detaljima ovog rata do sada je objavljen veći broj radova multidisciplinarnog pristupa. U ovom radu daje se sistematizacija podataka i događaja iz ugla problematike životne sredine, bez obzira na činjenicu da su neki od njih već objavljeni. Od rada se očekuje da skrene pažnju i podstakne diskusiju i dileme domaćoj i široj javnosti o obimu posledica zagađenja životne sredine izazvane NATO bombardovanjem Republike Srbije 1999. godine. Radom se posebno ističe problem produženog delovanja izazvanih posledica i neophodnost šireg naučnog pristupa u proceni sadašnjeg stanja životne sredine. Poruka rada je da se u budućnosti ovakva i slična ratna dejstva ne ponove bilo gde u svetu. Ključne reči: životna sredina, ratna dejstva, ekološke posledice, osiromašeni uranijum, ljudsko zdravlje Uvod naliza ekoloških posledice NATO bombardovanja Republike Srbije 1999. godine je predmet ovog rada. Predmet je prostorno određen teritorijom Republike Srbije i Savezne Republike Jugoslavije (SRJ). Vremensko određenje predmeta rada obuhvata period kojim je obuhvaćeno Bombardovanje i period od završetka bombardovanja do danas. Cilj rada je da se sa protekle vremenske distance sistematizuju i analiziraju izazvani efekti zagađenja, skrene pažnja na efekat produženog delovanja i na neophodnost šireg naučnog pristupa u proceni sadašnjeg stanja životne sredine. U ostvarenju zadatog cilja korišćene su metode: opisa i klasifikacija-posledica NATO bombardovanja kao ekološke katastrofe, studije slučaja-nepoštovanja međunarodnih konvencija o zaštiti životne sredine, i analize-posledica NATO bombardovanja na lokalnom, regionalnom i globalnom nivou.

Upravljanje ekološkim rizikom je kompleksan proces koji obuhvata: identifikaciju rizika, procenu rizika i kontrolu rizika, odnosno preduzimanje mera da se taj rizik svede na prihvatljiv nivo. Težište rada je na primeni metodologije procene (tri modela-koncepta), kao najvažnijeg aspekta uspešnog upravljanja ekološkim rizikom. Ključne reči: upravljanje rizikom, procena ekološkog rizika, metodologija procene. Uvod rema dosadašnjim saznanjima postoje različiti pristupi u modelovanju procesa upravljanja ekološkim rizikom i procene tog rizika. Shvatanja i metodologija postupaka uglavnom se svode na zajednički cilj, a to je: kako smanjiti postojeće ili izbeći potencijalne rizike. Postoji više pristupa u definisanju pojmova upravljanja i procene ekološkim rizikom u životnoj sredini. Tako, prema nekim autorima, upravljanje rizikom podrazumeva aktivnost koja obuhvata donošenje odluka kako i na koji način sprovoditi određene akcije radi zaštite životne sredine, a što se prvenstveno zasniva na rezultatima procene rizika i sagledava se u ostvarivanju određenih ciljeva [3]. Upravljanje rizikom drugi definišu kao složenu i izuzetno specifičnu aktivnost koja zahteva multidisciplinaran pristup, i predstavlja kompleksan skup mera postupaka i aktivnosti koje imaju za cilj smanjenje verovatnoće nastanka rizika i mogućih posledica, radi stvaranja uslova pod kojima rizik može biti sveden na prihvatljiv nivo [7,9]. Pojam upravljanja rizikom u životnoj sredini definiše se i na način da je to optimalni izbor preventivnog delovanja koje daje minimalni rizik [1].

For scientific research it can be exploration of phenomena such as: soil erosion, landslide, forest changes and vegetation cover, urban changes related to settlements, etc. Further data analysis can provide information about nature and trend of the problem, as well as conclusions for taking preventive and corrective measures. This paper analyzes the impact of planning and designing large power systems on the environment, ... more This paper analyzes the impact of planning and designing large power systems on the environment, such as the DSP 400 kV optical cable from the Montenegrin coast to Pljevlja. It is a very complex and multidisciplinary project, and involves the analysis of a number of important factors and cause-effect relationships that such a system can produce. The analysis was guided by the fact that this is an atypical example, from the planned and implemented aspect unknown both on the national and wider regional level. For this reason, it is challenging to shed light on the consequences of any such system and structure, which is specific in many ways, and whose repercussions in the near future are still vague. The paper discussed European and international experiences as well as their perceptions of problems with similar solutions in practice.

Ključne reči: životna sredina, ratna dejstva, ekološke posledice, osiromašeni uranijum, ljudsko zdravlje Uvod naliza ekoloških posledice NATO bombardovanja Republike Srbije 1999. godine je predmet ovog rada. Predmet je prostorno određen teritorijom Republike Srbije i Savezne Republike Jugoslavije (SRJ). Vremensko određenje predmeta rada obuhvata period kojim je obuhvaćeno Bombardovanje i period od završetka bombardovanja do danas. Cilj rada je da se sa protekle vremenske distance sistematizuju i analiziraju izazvani efekti zagađenja, skrene pažnja na efekat produženog delovanja i na neophodnost šireg naučnog pristupa u proceni sadašnjeg stanja životne sredine. U ostvarenju zadatog cilja korišćene su metode: opisa i klasifikacija-posledica NATO bombardovanja kao ekološke katastrofe, studije slučaja-nepoštovanja međunarodnih konvencija o zaštiti životne sredine, i analize-posledica NATO bombardovanja na lokalnom, regionalnom i globalnom nivou.

Upravljanje ekološkim rizikom je kompleksan proces koji obuhvata: identifikaciju rizika, procenu rizika i kontrolu rizika, odnosno preduzimanje mera da se taj rizik svede na prihvatljiv nivo. Težište rada je na primeni metodologije procene (tri modela-koncepta), kao najvažnijeg aspekta uspešnog upravljanja ekološkim rizikom. Ključne reči: upravljanje rizikom, procena ekološkog rizika, metodologija procene. Uvod rema dosadašnjim saznanjima postoje različiti pristupi u modelovanju procesa upravljanja ekološkim rizikom i procene tog rizika. Shvatanja i metodologija postupaka uglavnom se svode na zajednički cilj, a to je: kako smanjiti postojeće ili izbeći potencijalne rizike. Postoji više pristupa u definisanju pojmova upravljanja i procene ekološkim rizikom u životnoj sredini. Tako, prema nekim autorima, upravljanje rizikom podrazumeva aktivnost koja obuhvata donošenje odluka kako i na koji način sprovoditi određene akcije radi zaštite životne sredine, a što se prvenstveno zasniva na rezultatima procene rizika i sagledava se u ostvarivanju određenih ciljeva [3]. Upravljanje rizikom drugi definišu kao složenu i izuzetno specifičnu aktivnost koja zahteva multidisciplinaran pristup, i predstavlja kompleksan skup mera postupaka i aktivnosti koje imaju za cilj smanjenje verovatnoće nastanka rizika i mogućih posledica, radi stvaranja uslova pod kojima rizik može biti sveden na prihvatljiv nivo [7,9]. Pojam upravljanja rizikom u životnoj sredini definiše se i na način da je to optimalni izbor preventivnog delovanja koje daje minimalni rizik [1].

To je put Vojnogeografskog instituta kroz tri veka, kroz različite državne okvire i druga iskušenja, posebno česta ratna stanja. Za datum osnivanja Vojnogeografskog instituta i kao početak razvoja srpske vojne geodetske službe uzima se 5. februar 1876. godine, kada je formirano Drugo odeljenje Glavnog đeneralštaba srpske vojske. Ovaj rad je pokušaj sagledavanja istorijskih činjenica kroz prizmu društveno-političkih, vojnih i profesionalnih okolnosti. Obuhvaćen je period koji je pratio ovu instituciju i njene pripadnike od osnivanja do danas. Posebno je opisano stanje u službi. Tematski rad uslovno je podeljen na tri perioda: od 1876. godine do kraja Prvog svetskog rata, od stvaranja Kraljevine Srba, Hrvata i Slovenaca do kraja Dugog svetskog rata i od kraja Drugog svetskog rata do danas.
This paper analyzes the impact of planning and designing large power systems on the environment, ... more This paper analyzes the impact of planning and designing large power systems on the environment, such as the DSP 400 kV optical cable from the Montenegrin coast to Pljevlja. It is a very complex and multidisciplinary project, and involves the analysis of a number of important factors and cause-effect relationships that such a system can produce. The analysis was guided by the fact that this is an atypical example, from the planned and implemented aspect unknown both on the national and wider regional level. For this reason, it is challenging to shed light on the consequences of any such system and structure, which is specific in many ways, and whose repercussions in the near future are still vague. The paper discussed European and international experiences as well as their perceptions of problems with similar solutions in practice.

Digital Elevation Models (DEM). Digital line Pushbroom scanner Leica ADS80 can be used to obtain DSM
/ DEM thanks to the recorded material. The data obtained using the ADS80 provide several advantages
over LiDAR results, especially since the generation of orthophotos can be based on the same data set. As a
fundamental approach, the principle of Semi-Global Matching (SGM) it is used, which is suitable for the
process of calculating digital models of high-performance and high-resolution surfaces. This paper presents
the SGM approach during processing images obtained by the ADS80 system, as well as comparing the
results obtained using the LiDAR system - in terms of data processing. A comparative analysis and
comparison of SGP and LiDAR properties was performed, which is illustrated on a specific example. It has
been shown that SGM can be used as an alternative to the LiDAR system. For certain applications for
which it is necessary to generate a digital model of a high-resolution surface or to make orthophotos - thus
saving additional flight costs - SGM is the priority choice.
