The dominant view in PR stresses the management aspect of communication. The management emphasis is evident in the major works of theorists like J Grunig, (the Excellence Study) J. Ledingham (relationship management) and R Heath (issues management). It is also prevalent in graduate and undergraduate programs with course offerings like crisis management, campaign management, issues management etc. Although not explicitly stated, the managerial view of PR which is more attuned to the Anglo-American understanding, privileges private business entities as the main actors/clients, is guided by technical-instrumental rationality and promotes a capitalist ethos of efficiency, competition, individualism, profitability and quality service provision. The ecumenical mission of the patriarchate is seriously contested by the official stance of the Turkish government and by ultranationalists who fear that the patriarchate might gain extraterritorial privileges and become a Vatican. At present, the Ecumenical Patriarchate is an institution with a global reach, but one that lacks a legal personality. The essay presents the two contrasting perspectives regarding the ecumenical status of the patriarchate and documents how the sources of the patriarchate's soft power marshal support in favor of its ecumenical mission.
