Why don't Out of School Children join school? There are surely many reasons but mainly because of poverty these children are compelled to work. Child labour is a universal problem and it not only hampers the growth and development of the children but also the progress of the nation. Child laboures are the major breadwinners of the family. (Dhruvarajan and Arkanath, 2000). Though different countries have come up with various policies and regulations to tackle the problem of child labour, it is still rampant in Pakistan. The progress towards the elimination of the child labour is still a farfetched dream. This paper focuses on the factors influencing the perpetuation and existence of Out of School Children. It also examines their social activities and their educational concerns within the socioeconomic context and the role of NGOs in delivering education to them. The study was conducted in Slums of Lahore city, Punjab, Pakistan. Interviews from two prestigious NGO heads were conducted who are actively working for the Out of School Children. Most of the qualitative methods including key informant interviews, visit and stay in the area were applied to observe the phenomenon and for collecting the relevant information. Descriptive and inferential statistics was applied to analyze the study sample. The study also revealed that these children combat with different psychological problems along with the routine violence from people. No child is allowed to work if he/ she is under 14 according to 1973 constitution but , in reality, the situation is otherwise and the children are visible working in different places.
