The fourth corporate/legal directive 78/660/EG article number 51 declares that the member states have the right to exclude small to medium-sized enterprises from mandatory audit. The interim report titled SOU 2008:32, concerning the abolishment of mandatory audit, was made public the March 3, 2008. The interim report consists of a number of changes that will bring the view of the banks on the annual audit report in the spotlight. This, especially, since the commission behind the report suggests that as little as four percent of the Swedish limiteds should henceforth be covered by the convention. The date for implementation of the new rules is set to the July 1, 2010.

The key objective of the review was to summarise the evidence for environmental inequalities and injustice in the UK in relation to 21 topic areas identified as relevant by Defra. For each topic, evidence has been summarised on patterns of social distribution, impacts on social or economic outcomes, externalised costs, the causation of inequalities and policy interventions to address these. The 21 topics are divided into four groups: - Immediate locality front door issues, - Wider service issues, - Planning infrastructure and development issues - Multiple environmental deprivation

The report was commissioned by the Scottish Government to review the penalty levels available for... more The report was commissioned by the Scottish Government to review the penalty levels available for wildlife crimes in Scotland and those actually imposed by the Courts. It was also commissioned to review alternative penalties. As well as doctrinal research into these issues the work involved empirical research with stakeholders. A series of recommendations were made to the Government including increasing maximum available penalties, harmonising the availability of alternative penalties, requiring the use of impact statements where possible and the introduction of Sentencing Guidelines in this field to increase the transparency and consistency of sentencing for wildlife crimes. Poustie was sole author (which can be confirmed with the SG) and the Review Group acted as a form of peer review panel in relation to the report.
The circular economy has been widely developed in China and other countries. However, China has b... more The circular economy has been widely developed in China and other countries. However, China has been the most proactive country in upgrading its economic model by enacting a Circular Economy Promotion Law (CEPL). Nearly 10 years have passed since the adoption of the CEPL, and it is thus essential to evaluate the progress of circular economy development to see if the targets have been achieved. Although it is extremely difficult to evaluate the role of the CEPL in the development of a circular economy in China, we think that if we can estimate the circular degree of the Chinese economy and identify the changes of some key indicators before and after the adoption of the CEPL, it will be helpful in judging whether the CEPL has played a key role in promoting the transition of the economic development model. Since the existing circular economy indicators and evaluation systems have focused mainly on the recycling of resources, we designed a methodology based on the material flow that can be used to evaluate the circular degree of the whole national economy. Through a detailed observation of the circular economy indicators of China, we conclude that the CEPL has not yet played a significant role in promoting the circular economy as was previously believed.
This paper aims to examine a key Chinese circular economy program, the Urban Mining Demonstration... more This paper aims to examine a key Chinese circular economy program, the Urban Mining Demonstration Base Construction (UMDBC) Program, for its successes, experiences and existing problems. Using publicly available data and detailed investigation and analysis, we discuss the details of the UMDBC Program. Although the whole program has been implemented and has made significant progress, some problems exist. Our findings suggest that it is more important for the Chinese government to provide an effective legal framework than merely provide financial support. The experiences and lessons from research into the UMDBC Program could serve as an example to other developing countries facing environmental and resource pressures.
Redland Aggregates Ltd (now Lafarge Redland Aggregates Ltd-hereafter Lafarge) applied for plannin... more Redland Aggregates Ltd (now Lafarge Redland Aggregates Ltd-hereafter Lafarge) applied for planning permission for a superquarry at Lingerbay on the Isle of Harris on 25 March 1991.1 Western Isles Islands Council (WIIC) informed the then Secretary of State for Scotland (Secretary of State) on 24 June 1993 that they were minded to grant the application. However, Scottish Natural Heritage (SNH) recommended to the Secretary of State that he call in the application. On 6 January 1994 the Secretary of State informed WIIC that he was calling in the application for determination, and a public local inquiry was held between 11 October 1994 and 6 June 1995 before a reporter. SNH was the principal objector at the inquiry. The application was also opposed by the Link Quarry Group which comprised members of a number of environmental and other bodies including Friends of the Earth. Michael Scott, then Scottish Officer of Plantlife, and Kevin Dunion, then Director of Friends of the Earth (Scotland), both gave evidence against the application on behalf of the Link Quarry Group. Both Mr Scott and Mr Dunion are now members of the Main Board of SNH, continuing in office until at least 31 March 2002 and 31 March 2003 respectively.
