This study aims to analyze the implementation of Regulation of the Minister of Villages, Developm... more This study aims to analyze the implementation of Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia (Kementerian Desa, PDT, dan Transmigrasi) Number 11 of 2019 concerning Priorities for the Use of Village Funds in 2020, in Makartitama Village and Ulak Mas Village, Lahat District, Lahat Regency. The Ministerial Regulation stipulates that the priority of using village funds must provide maximum benefit to the village community in the form of improving life quality, increasing welfare, poverty alleviation, and accelerating public services. Unfortunately, the situation of each village is complex, that is, the policy implementation needs further investigation. The present study used qualitative research approach. The focus was the implementation aspects such as the compliance level of the implementor, how routine functions ran, and performance and impact. Data were collected using interviews and policy cocuments analysis. The results showed that the Minister's policy could not be fully implemented. Of the four priorities, only three aspects were implemented. The priority that had not been implemented was the program to improve public services. The socioeconomic situation of the community was the main reason for the village government to focus more on the first three priorities, namely improving life quality, improving welfare, and alleviating poverty. The external aspect affected the implementation of this regulation was the budget reduction from the central government due to the impact of Corona Virus Disease 2019 (Covid-19) Pandemic. This study suggests the need for an indepth evaluation of prioritizing the use of the village budget by considering the local needs. There is the need for anticipatory steps to deal with force major conditions such as Covid-19 that reduces the amount of village fund allocations and affects the implementation of village programs.

The objective of this research is to fully understand the use of the Good Tourism Governance prin... more The objective of this research is to fully understand the use of the Good Tourism Governance principles in the management of the tourist villages of the Kampung Lampion Code 18 in Yogyakarta. There was a negative perception of settlements around the Code river, Yogyakarta. They were considered to cause river water pollution, narrowing of rivers, sedimentation and flooding. Then, the community changed that perception. Together with the Non-Governmental Organization the Center for Civic Engagement & Studies and assisted by several university students, they turned the area into a tourist spot with the name Kampung Lampion Code 18. This is a qualitative research with descriptive method. Data analysis was applied at both the first step (data processing) and second step (interpretation). The study results indicate that the management of Kampung Lampion Code 18 has tried to apply the principles of good tourism governance. However, its implementation has not been effective. Stakeholder synergy has not been realized, training programs have not been sustainable, the benefits of tourism have not been widely felt, have not encouraged local ownership, and promotion is still minimal. The limitations of this study are that it relies heavily on the researcher's interpretation of the interview data; therefore, the possibility of bias persists. However, this study suggests the need for Good Tourism Governance Principles if the village wants to compete as an alternative tourism destination.

This study aims to evaluate the implementation of the gender-responsive budget, its constraints a... more This study aims to evaluate the implementation of the gender-responsive budget, its constraints and the strategies to cope with it. This research is motivated by the lack of response of both central and local governments to implementing gender-responsive budget ideas. This study applied the systematic literature review (SLR) method through three stages: Planning, Conducting and Reporting on research results published over the past five years in five international scientific databases, namely the SAGE Journal, Science Direct, Springer Link, Emerald and Google Scholar. The results showed that the implementation of gender-responsive budgets requires strong support from the government and citizens. The obstacles faced in implementing a gender-responsive budget are weak supporting policies, lack of government commitment, lack of understanding of gender concepts, low political support, and reluctance to change. Then the strategies to overcome these obstacles are: determining the focus of budgeting, strengthening the dimension of communication, strengthening commitments, strengthening the quality of human resources, establishing planning and budgeting sections, and building cooperation with institutions. Since the study applied the systematic literature review (SLR) method, the study has a limitation regarding first-hand data. It suggested further research with first-hand data to find out more detail and contextual information of the implementation of the gender-responsive budgets in respective government institutions.

This study aims to analyze to what extent the provision of the rights of special needs groups has... more This study aims to analyze to what extent the provision of the rights of special needs groups has been implemented and provide recommendations related to the additional infrastructure outside the regulation of the Ministry of State Apparatus Utilization and Bureaucratic Reform (PANRB) Number 17 of 2017. This study is vital since the government institutions still lack attention to fulfilling the rights of persons with disabilities. In accordance with the mandate of Law Number. 25 of 2009 concerning Public Services, public service providers are obliged to provide special facilities and infrastructure for special needs groups without any additional charge. The research method used in this research is descriptive qualitative by analyzing the existing literature (library research). Then data collection through field observations (observations), interviews, and other library sources. This study tries to look at the completeness of special facilities and infrastructure for people with special needs that are provided by recommending twenty-two standards for infrastructure intended for "people with special needs". Some public service providers relatively have almost met the standards. However, there are also public service providers which still need to be encouraged to meet these standards. It is necessary to have the political will of regional leaders to prioritize the provision of facilities and infrastructure to support public services for people with special needs. Amid limited regional resources, prioritizing the stages of fulfilment (road map) of these special facilities needs to be prepared, and partnerships also collaborations with other strategic partners can be developed to help meet these special service standards. There are limitations in this research: only three public service providers are the locus of the study, including hospitals, the Department of Population and Civil Registration, and the Department of Investment and the One-Stop Service, so that it does not represent the condition of public services in a city.

This study examines the impact of individual characteristics and employee career development on p... more This study examines the impact of individual characteristics and employee career development on public service quality, both simultaneously or partially and finds the most influential variables. This research is essential since government institutions have to improve the quality of public services continuously. The research approach utilized in this study was quantitative research, with the sampling technique being saturated sampling by 42 respondents. Data analysis used multiple linear regression, including F-test, t-test, and determination-coefficients by using SPSS software. The results show a significant effect of individual characteristics and career development on public services quality. Individual characteristics and career development affect public services quality both simultaneously and partially. Individual characteristic is the dominant variable. Based on the finding, the individual characteristics of an employee and career development will improve the public services quality. The implication of this study indicates that government institutions need to provide opportunities for employees in self-development activities such as training and short course. The limitations of this study are still using two independent variables. Therefore, future research can append other variables, such as mediation or moderation variables.

The urgency of this study is to explain to what extent policies between the Local Governments and the Central Government are in sync. This research uses legal research methods. Primary data includes statutory regulations, especially the Law on Health quarantine and secondary data such as previous research, expert opinion, and other relevant document data. This study concludes that the East Java Provincial Government and the Central Government have a synergy in dealing with Covid-19 in Indonesia. However, neither the legal products that are produced nor policies that are political in nature do not conflict with one another.

This study aimed to describe the influential factors on the implementation of e-budgeting as part... more This study aimed to describe the influential factors on the implementation of e-budgeting as part of the phenomenon of public sector accounting reform in Indonesia as the manifestation of transparency in public sector services. This study used a literature review method to identify, evaluate, and interpret numbers of existing relevant research to a particular field or topic. In the literature review method, there were three main stages namely planning, conducting, and reporting the reviews. The literatures were determined by selecting articles from several academic databases. The increasing number of corruption cases that had been increasingly significant in Indonesia demanded the government to find reliable solutions to address the problems. The application of ebudgeting in budget management could create transparent and reliable public sector services. The results indicated that the bureaucratic structure, resources, communication, and disposition had an important influence on the implementation of e-budgeting.

Numbers of management, storage, and preservation of research data problems had been the rationale... more Numbers of management, storage, and preservation of research data problems had been the rationales why national scientific repository (RIN) system was implemented. To measure its success, the present study evaluated, analyzed problems, and provided recommendations using descriptive exploratory qualitative research methods with interviews as the primary data. In terms of the effectiveness, the results showed that the RIN system objectives provided a nationally integrated interoperability research data management system, ensuring long-term archiving and access had been achieved whereas the awareness of researchers to share data and sustainability plans had not been achieved. Based on its efficiency, PDDI LIPI had pursued many activities and strategies. In accordance with its adequacy, the existence of RIN system was able to answer the existing research data problems while the problem of continuity of input of research data and the sustainability of research had not been achieved. In regard to its equalization, RIN system was intended to all professions that carried out research, in which the socialization activities and technical guidance to researchers in relevant institutions were conducted. In coping with its responsiveness, all target groups still could not experience it because the follow-up activity of the target groups after knowing RIN system was still minimum. Hence, it was advised that the target group from both internal LIPI, external LIPI, and PDDI LIPI acted as the implementors. The present study concluded that the implementation of RIN system had not been optimally implemented and still needed improvements.

In this Covid-19 pandemic, civil servants' integrity becomes an observable focus. The Work from Home (WFH) system may highly change the way how they work at home. The research aims at scrutinizing integrity inferences of civil servants during the pandemic. WhatsApp, as an application used by them to communicate, has become a significant medium to observe the patterns. Netnography method is used to observe civil servants' community behavior on social media. From the inferences observation, it is discovered that they have demonstrated forms of integrity, such as responsibility and professionalism. The civil servants are also getting more solid, helping, and relying on each other. When conflict occurs, they will retain the right principle. On the other hand, some would balance the situation. Consistency and discipline sensed from how civil servants perceiving all-online-formats. To sum up, performing online duties during Work from Home (WFH) has shown forms of integrity among civil servants.

One of public sector innovations in the field of licensing services in DKI Jakarta Provincial Government is Building Licensing Innovation 3.0 carried out by the Investment Agency and One Stop Integrated Services-DKI Jakarta Provincial Government. The objective of the 3.0 innovation is to speed up the process of completing a building permit (IMB), from 42 working days to 2-3 hours. This study used qualitative research approach with a descriptive research design to provide a clearer and deeper picture of a symptom or phenomenon occured. The data were obtained using observation, interviews, and literature studies with reference to the concept of public service innovation by Windrum (2008). The results indicated that the innovation of building permit services 3.0 in DKI Jakarta Provincial Government is a series of other forms of public sector innovation, although according to the process it does not run simultaneously and the forms of these innovations influence other forms of public sector innovation.

This study aimed to describe the performance of lecturers and administration staff at Universitas... more This study aimed to describe the performance of lecturers and administration staff at Universitas Negeri Surabaya (Unesa) during the Covid-19 Pandemic. This study was conducted in Unesa during the Covid-19 pandemic, from March to October 2020. This study was designed as a population study, namely research using all populations as samples that included all Unesa lecturers and administration staffs. The data were collected using open and closed questionnaires with the respondents from lecturers, Head of Subdivisions, and students. The obtained data were analyzed using quantitative descriptive analysis with narrative explanation. The data portrayed the following conclusions: (1) In coping with the Unesa administration staffs' performance based on the Head's evaluation, the Head of Subdivision gave excellent appreciation with a mean score of 3.31; (2) In accordance with the Unesa administration staff's performance based on student assessment, the students gave a very good score with a mean score of 3.21; (3) Student assessment of lecturer's performance for each faculty and postgraduate program, the highest planning score was postgraduate with an average score of 3.62 and the lowest score was the Faculty of Sports Science with an average score of 3.27, the highest implementation score was postgraduate with a mean score of 3.61 and the lowest was The Faculty of Sports Science with an average score of 3.2, the highest evaluation score was postgraduate with a score of 3.60 and the lowest was the Faculty of Sports Science with a score of 3.26; (4) based on the self-assessment of lecturer performance, the three biggest problems and constraints were 35.15% of signal problems; 20.78% of problems with costs and limited internet quota; and 12.84% of literacy problems. Three suggestions for improvements for online lectures were 33.87% of requirment to improve Vinesa: 32.80% of assistance with facilities and 8.28% of training/preparation/online lecture manuals.

This study refining the dengue vulnerability assessment using the Dengue Vulnerability Framework ... more This study refining the dengue vulnerability assessment using the Dengue Vulnerability Framework Malaysia (DVFM) to describes the vulnerability of dengue in Malaysia during the period of 15 years to identify high-low risk areas among sample of studies (except Wilayah Persekutuan Putrajaya). The dengue reported cases in Malaysia were analyzed using the data provided by the Disease Control Division Vector, Ministry of Health Malaysia (MOH) from 2003-2017. As per literature, factors influencing the vulnerability to infectious disease outbreak were identified as population density, urbanization, medical care workforce, medical care infrastructure, public health delivery, safe water and sanitation as well as economic strength. This framework was tested using empirical cases of dengue outbreak in Malaysia. The dataset used was obtained from widely available data (from the Department of Statistics Malaysia (DOSM) and Health Indicator Report by MOH). From 2003-2017, 829, 299 cases have been reported in Malaysia. The highest number was recorded in 2015 (63198, Selangor). The key findings from this assessment included the states with their vulnerability and actual dengue reported cases. The results also concluded that the framework prediction did not match the actual outbreak reported. Recently in Malaysia, the reported cases have increased steadily in most areas. The surveillance and control strategies should be strengthened especially for areas with the most vulnerable to dengue outbreak without deprioritizing the least vulnerable state. Further research should be conducted to explore other drivers that may reflect the vulnerability of dengue outbreak.

The purpose of this study was to describe the quality of public services in the Office of the Wal... more The purpose of this study was to describe the quality of public services in the Office of the Wali Nagari Panti Timur. The study was conducted on public services, especially in the Business Certificate (SKU). With this research, it is hoped that the Nagari Panti Timur government can provide quality services effectively and efficiently in order to achieve public satisfaction. The theory that is used is the public service quality theory with three variables, namely efficiency, responsiveness, and non-partisanship. Data collection methods used are interviews, observation and documentation. Interview informants were selected using purposive sampling method and accidental sampling method. To obtain data validity, researchers triangulated data sources. This study found that the quality of public services at the Wali Nagari Panti Timur Office, especially in making Business Certificates (SKUs) so far has not been carried out well. The three variables, namely efficient, responsive, and non-partisan, have not been fully achieved. Based on the results of the research conducted, it was found that the level of discipline of the Nagari apparatus was still low and often arrived late, the lack of clarity of information related to service standards which caused confusion for service users, and the suggestion box was broken making it difficult for the process of submitting public complaints to the Nagari Panti Timur government.

This study aims to describe the efforts of the Faculty of Social Sciences and Law (FISH) of the S... more This study aims to describe the efforts of the Faculty of Social Sciences and Law (FISH) of the State University of Surabaya (Unesa) in improving the quality of education during the Covid-19 pandemic within the framework of strategic management theory. This research was motivated by the fact that during the pandemic, lectures at universities switched to online and required students and lecturers to make quick adaptations that have the potential to impact the quality of education. This study uses a qualitative descriptive method. The focus of the research covers the strategic management process, which includes the phases of environmental observation, strategy formulation, strategy implementation, and evaluation. The research subjects were determined purposively by involving the heads of faculties, departments, and study programs within the FISH Unesa environment. The data analysis technique flow through data collection, data display, data reduction, and concluding. The results showed that the SWOT method was used in the environmental observation phase, specifically identifying the strengths and weaknesses of the institution's internal environment and identifying opportunities and threats to the institution's external factors. At the strategy formulation stage, a lecture strategy was set with the name Limited and Gradual Face-to-Face Lectures (PTMTB). This stage is carried out by preparing the room and health protocols. The implementation of this strategy was carried out starting with a survey via Google Form to students. Not all study programs hold PTMTB depending on the number of students who fill out the Google Form. The faculty carry out the evaluation stage with the Covid-19 Task Force. Based on the findings, several points can be suggested. The institution should make training plans for educational staff to increase competence, increase awareness of education staff to prioritize providing services for the community and increase lecturers number so that the ideal ratio between lecturers and students is met.

The purpose of this study is to describe regional economic development through leading sectors in... more The purpose of this study is to describe regional economic development through leading sectors in the city of Surabaya during the Covid-19 pandemic. During the Covid-19 pandemic, the regional economy received quite severe impacts, including reduced working hours, decreased wages, and a more serious problem was increasing unemployment and the inability to absorb new workers. The research uses a qualitative descriptive method with a research focus on four main components of regional economic development, namely the development of the economic base, institutions, human resource development, and technology development-technology adaptation. Data collection techniques were carried out by interview and document study. Sources of data come from Bappeda, the City Cooperatives and Micro Enterprises Service and the Surabaya City Manpower Service. The results of the study show that locality development by the Surabaya City government in the midst of the COVID-19 pandemic is carried out both physically in the form of facilities and infrastructure and non-physical development by conducting training needed by the community. In general, the institutional aspects are adequate, but their participation is still not as desired. In the aspect of human resource development, the development program is carried out by providing briefings to the community both related to honing skills or briefing on the rights they should get as workers. Aspects of technology adaptation are carried out through the development of the Ecobis System such as the MSME product marketplace. However, improvements also need to be made to overcome some of the weaknesses in each of these components.

The purpose of this study was to evaluate the performance of the functional positions of educatio... more The purpose of this study was to evaluate the performance of the functional positions of education personnel at the State University of Surabaya (Unesa). This study focuses on evaluating the performance of the functional positions of Unesa education staff which includes the input dimensions, process dimensions and output dimensions as well as various data needed for structuring and developing the careers of education personnel towards PTNBH. Data was collected through workshops and Focus Group Discussions (FGD), as well as questionnaires. The data analysis technique required is statistical technique with percentages. The results of this study show several things, namely: (1) The Staffing Section of Unesa does not yet have a job description document in accordance with applicable laws and regulations; (2) This study develops 79 instruments detailing certain functional and functional position tasks of general Unesa education personnel; (3) Understanding of the subject in the input dimension in good and excellent condition; (4) The results of mapping in the dimensions of the process and the dimensions of the product are obtained the result that the general functional is better than the particular functional; (5) In general, the general functional education personnel does not have a professional organization and relatively few of them have participated in workshops or training. Later on, the Institution provides opportunities for education personnel to increase capacity and competence in accordance with their functional positions.
