The Total Learning Architecture (TLA) framework will allow education and training products to interoperate with each other, with existing learning support systems, and with other DoD systems. The purpose of this report is to guide Command decisions toward a shared vision and end-state that benefits every warfighter individually and the entire DoD holistically.

It does not address authoring activities for other Department of Defense (DoD) components or the entire Federal Government. The document captures the technical approach used by the Air Force and describes the key methods used to populate digital competency frameworks for the United States Air Force and the Eduworks corporation for other customers across industry, academia, and government. CaSS is an open-source competency-management system prototype that manages digital competencies throughout their lifecycle. Over the last three years, the Advanced Distributed Learning (ADL) Initiative funded multiple research endeavors to develop a viable open-source software capability to support a range of Competency-Based Learning (CBL) initiatives across industry and the Federal Government. First, systems engineers will acquire a fuller understanding of the system's operation and a better interface with system users will be achieved. Second, and most importantly, any adverse impact due to training (e.g., long, costly training pipelines) that may influence system life-cycle cost and performance can be addressed early in the overall system design process.

Thus, HSI specifies a new paradigm in the Systems Acquisition (SA) process. This paper presents the Unified Human-Systems Analysis methodology (UHSA) as a multi-layered process that seeks to help realize the potential for HSI to enable transformation in the SA process. After a brief discussion of HSI and the role it should play in the SA process, the USHA methodology is presented along with specific examples of what the methodology provides within different HSI dimensions at different points in the SA life cycle. The paper concludes with a summary of USHA features and a brief discussion of next steps to move the methodology forward.
