Ce numéro de Regards économiques publie les résultats d’une étude consacrée à la formation des sa... more Ce numéro de Regards économiques publie les résultats d’une étude consacrée à la formation des salaires en Belgique sur la période 1995-2015. L’article examine le rôle des interactions salariales entre secteur privé et secteur public. La question de fond est de savoir si des hausses de salaires octroyées dans un secteur peuvent provoquer des hausses excessives dans l’autre au regard par exemple de la compétitivité et de l’emploi. L’intérêt de distinguer les secteurs privé et public résulte de plusieurs facteurs. Le secteur privé se distingue par l’importance du progrès technique et des gains de productivité, mais aussi par son exposition à la concurrence internationale et donc une moindre maîtrise des prix de vente. Les logiques économiques des deux secteurs sont également radicalement différentes, marchande pour l’un, non-marchande pour l’autre. A member of a given generation may live for up to fifteen five year periods. We thus have a model with fifteen age groups, going from 25-30 to 95-100. Labor market frictions enter à la Mortensen-Pissarides with exogenous job destruction. Labour market is non-segmented and all unemployed compete for the available vacancies. The legal (and compulsory) retirement age is 65. Early retirement is however possible between 50 and 65, and is endogenous. We examine in this setup the consequences of increased life expectancy and of changes in early retirement replacement rates.
We consider a model with frictional unemployment and staggered wage bargaining where hours worked... more We consider a model with frictional unemployment and staggered wage bargaining where hours worked are negotiated every period. The workers' bargaining power in the hours negotiation affects both unemployment volatility and inflation persistence. The closer to zero this parameter, (i) the more firms adjust on the intensive margin, reducing employment volatility, (ii) the lower the effective workers' bargaining power for wages and (iii) the more important the hourly wage in the marginal cost determination. This setup produces realistic labor market statistics together with inflation persistence. Distinguishing the probability to bargain the wage of the existing and the new jobs, we show that the intensive margin helps reduce the new entrants wage rigidity required to match observed unemployment volatility.

Significant differences in unemployment incidence in Europe have been observed across skill group... more Significant differences in unemployment incidence in Europe have been observed across skill groups, with the least skilled suffering the highest and most persistent unemployment rates. To identify policies alleviating this problem, we study the impact of reductions in employer social security contributions. We construct a general equilibrium model with three types of heterogeneous workers and firms, matching frictions, wage bargaining and a rigid minimum wage. We find evidence in favour of narrow tax cuts targeted at the minimum wage but we argue that it is most important to account for the effects of such reductions on both job creation and job destruction. The failure to do so may explain the gap between macroand microeconometric evaluations of such policies in France and Belgium. Policy impact on welfare and inefficiencies induced by job competition, ladder effects and on-the-job search are discussed.
