The Universal Declaration on Bioethics and Human Rights is seen as a logical extension of the principles of the 1948 Universal Declaration of Human Rights that emphasizes the dignity and equality of all human persons. The UNESCO Declaration also extends the rights espoused in the previous UN Declaration to the evolving field of bioethics. The Declaration extensively links human rights and bioethics. The dissertation discusses an ethical justification for post-trial access to anti-retroviral drugs for participants and host populations in developing countries within the context of global justice, stressing the combination of national and global responsibilities in realizing this objective. Health disasters continue to emerge in parts of the globe that are poorly prepared to handle them... more Health disasters continue to emerge in parts of the globe that are poorly prepared to handle them. One important way to aid affected areas is to help them establish primary health care (PHC), which is a vital means to prevent and combat diseases and health disasters. Often, these countries have inadequate PHC or none at all. We argue that there is a need to develop an adequate PHC system in each developing globally southern country to help them prepare to tackle health disasters. Because of poor finances, some of these countries cannot build a PHC system, let alone a comprehensive one. We believe that a viable means of achieving this goal is through south-south cooperation (SSC) in African countries, in accord with our proposed establishment and funding recommendations. Thus, one of the important and urgent functions of SSC is the establishment of comprehensive PHC in member countries.
