Bulgarian universities have undergone a difficult period during the economic transition in last decades and need to further adapt to the European criteria for higher education and to the new skills needs of the economy and society. The paper presents recent changes in the educational programs of Sofia University, and the present focus of the Faculty of Mathematics and Informatics on building interdisciplinary skills and responding to the stakeholders needs.
Knowledge Management (KM) has gained special attention in last decades among researchers and prac... more Knowledge Management (KM) has gained special attention in last decades among researchers and practitioners. It was widely recognised its importance in the knowledge-based economy for competitiveness and growth. Subsequently, many universities launched specialised courses on KM, and later full educational programmes. In Bulgaria, teaching KM started in 2007 as a follow-up of a study among small and medium enterprises (SME) and their demand for specialised training in this area. Thus, a course on KM was launched at Masters level at the Faculty of Mathematics and Informatics (FMI) of Sofia University (SU), later offered also as an elective course at Bachelor level. The interest among students on this subject was a reason to prepare a new Masters programme to be launched in September 2013 at the FMI of SU. This paper presents initially the results of some surveys carried out in Bulgaria in last years by FMI staff showing the demand for interdisciplinary training of future employees. The concept of a new Masters programme on "Technology, knowledge and innovation" is presented, as well.
A study examined information and communication technologies (ICT) job trends and the prospects fo... more A study examined information and communication technologies (ICT) job trends and the prospects for preservation and supply of high skilled professionals in the medium and longer term in candidate countries (CCs), for admission into the European Union, focusing on Bulgaria, Estonia, Hungary, and Poland. Rapidly changing technology and growth of ICT-related activities in all sectors led to shortages of highly-qualified ICT professionals. Recruitment difficulties indicated imbalances between existing skills and company demands. ICT skills were obtained through formal education and training or more informally through using ICTs and gaining experience with them. High standards in mathematics, science, and informatics in most CCs were promising for the future supply of highly skilled professionals. The promising medium and longer-term supply of ICT professionals was associated with increasing numbers of young people in higher education and vocational schools. The rising number of students in ICT higher education had not led to a corresponding increase in numbers of teaching staff. Aging of academic staff increased concerns. Prospects for preserving and building ICT capabilities and skills in CCs was complicated by mobility of highly skilled professionals. Issues for policy and research were ICT skills mentoring, qualitative assessment of skills and their relation to company demands; partnerships; encouraging higher achievements in education; and creation of high quality opportunities, outsourcing, and production integration to prevent brain drain. Purpose: The paper focuses on the challenges for Faculty of Mathematics and Informatics (FMI) of ... more Purpose: The paper focuses on the challenges for Faculty of Mathematics and Informatics (FMI) of Sofia University. It tries to provide an answer to the main questions -how to use the best practice of a leading universities in order to link the main research and academic faculty goals to specific problems to be planed and implemented; how to support the faculty executives for making better decisions, and resource allocation choices. The purpose of the paper is to present the FMI approach and the FMI strategy maps for research and education. Design/methodology/approach: The authors examined several scientific methods and techniques used in strategic management, and created their own approach for modeling, design and implementation in education and research environment, which is presented in the paper. Findings: The main findings of a SWOT analysis, modeling and environmental survey are given in the paper. It presents the strategic priorities and the challenges for FMI to keep its position as a leading research and education centre in ICT in Bulgaria and to compete in the global educational environment. Practical implications: The authors believe that the described model and strategy will support FMI and its staff to take strategic management decisions, to focus their efforts on the most relevant topics, and to create competitive educational and research environment. Originality/value: The paper shows how to develop the faculty strategy. It demonstrates clearly that academic research and education processes can achieve significant improvements in cost, quality and service using a strategic management approach. The added value of the FMI strategy is in integrating knowledge, experience, best practices and tools within one new master program design. The FMI approach described in the paper can be used for strategic management in universities and research organisations.

Universities as learning organisations in the centre of the knowledge triangle are faced with the need to better manage their knowledge resources and to facilitate their transfer to all interested stakeholders. Similar to companies, universities are developing at different speeds, and some are lagging behind in adopting KM strategic approach. The goal of this paper is to provide guidance to university staff in developing their KM strategy and integrating it in the overall strategy.

Any deviation from its quality standards leads to disruption and damage to electrical appliances and equipment coupled to the power system, and hence, to economic losses and even danger to life and health of service staff. Since the power quality is important for both suppliers and consumers, more and more systems for its monitoring are introduced. They follow a large number of parameters and adjust them in order to obtain optimal values and to achieve cost efficiency.
