Despite this progress on fiscal reform, three major challenges remain: 1) a volatile macroeconomic environment; 2) still insufficient fiscal resources; and 3) high levels of poverty and inequality. In light of these three challenges, the objective of this report is to examine the extent to which fiscal policy in Paraguay has contributed to the social progress of the past decade, and can serve the purpose of further reducing poverty and enhancing shared prosperity in the years to come. Overall, fiscal policy can contribute to containing poverty and inequality by buffering the negative impact of financial and economic crises on vulnerable parts of the population. Moreover, tax and expenditure policies that redistribute from high- to low-income households in a well-targeted manner can also contribute to these goals. In the past three decades several states in Sub-Saharan Africa, in the Eastern Caribbean and in E... more In the past three decades several states in Sub-Saharan Africa, in the Eastern Caribbean and in Europe (and other states as well) have used forms of outsourcing, usually to regional organizations, as a means to reduce the cost and increase the quality of some public services. The strategy followed in this paper is to study the conditions that facilitate the outsourcing of some public service provision, the governance structure ruling the relationship between the source and the client government and the actual performance of these agreements through the experience of several regional institutions in Sub-Saharan Africa and in the Eastern Caribbean. The second section of the paper describes the characteristics of fragile states and provides indicators of the quality of institutions. The third section describes eight experiences of outsourcing in Sub-Saharan Africa and in the Eastern Caribbean. These companies have formed a wave of new investment in Western Ukraine that primarily involves producing automotive parts for global manufacturers.
