In this country study of Germany the patterns and policies of academic research as well as the ev... more In this country study of Germany the patterns and policies of academic research as well as the evaluation of academic research are analyzed, through applying the following approach: first of all, a bibliometric survey is carried out that investigates the publication output and publication efficiency of Germany’s academic research within international journals; we further investigate whether the results of a bibliometric survey appear compatible with the performance of other indicators. Secondly, discourse and policies of the evaluation of Germany’s university research are investigated by addressing issues such as: the current situation; the structural and cultural constraints against evaluations; the general reasons why evaluations of university research will play an increasingly important role in the future; and an overview of specific evaluation initiatives. The analysis is guided by the following research question: Based on the self-perception of academ... more The analysis is guided by the following research question: Based on the self-perception of academic faculty (academic staff) of the evaluation of research and teaching at universities, which groups of countries do emerge or may be indicated for further exploration? The basic idea is to create a comparison of evaluation at universities (in higher education systems) in Europe, and by using this approach to suggest, which countries (national higher education systems) are more similar or less similar to each other. Evaluation is linked to NPM (New Public Management) governance, network governance, and consequences and feedback of evaluation. The article wants to contribute to the discussion, which organizational changes and developments are occurring at the higher education system level with regard to quality assurance and quality enhancement.

In this chapter, we argue for the pedagogical importance of a nuanced understanding of creativity... more In this chapter, we argue for the pedagogical importance of a nuanced understanding of creativity as a communicative and collaborative phenomenon in the field of university education. Especially training undergraduate students to work in interdisciplinary groups is vital as many of those will have to develop into “young leaders” and solve the major global environmental and social problems challenging our planet. We review the literature of creativity research, which emphasizes specifically social and interactive elements of creativity. Subsequently, the chapter presents a case study of an interorganizational leadership development programme, designed for an interdisciplinary group of undergraduate students. The programme, which has been borrowed from the discipline of game design and research, features a co-creative process among students, universities and other organizations, specializing in education and development in the area of arts and creativity.

This paper focuses on the financing patterns of R&D (research and experimental development) in Ge... more This paper focuses on the financing patterns of R&D (research and experimental development) in Germany. Primarily we reflected on the experiences of West Germany and the method of our analysis is based on expert interviews, of which most were carried out in December 1992. A twofold approach was followed. (1) Firstly, the structural framework of the German R&D system, and its financing, are described with a particular emphasis on the policy profiles of the DFG (German Research Society) and the BMFT (Federal Ministry of Research and Technology). Additionally, we also covered the latest trends in the financing of academic research. (2) Secondly, we aimed at three German success models for the financing of R&D. Therefore it is reasonable to every so often reinvestigate where its stands, what it stands for, and in how many shades it exists. Global Quality of Democracy as Innovation Enabler, Measuring Democracy for Success, is a product of a lifetime of interest and almost a decade-long research into the topic, undertaken by the author, David F. J. Campbell, a Vienna-based political scientist. As such, it represents a global and up-to-date view on democracy and its quality, as well as its potential. This comprehensive analysis attempts to answer the governing research question How to conceptualize and measure democracy and quality of democracy in a global comparison? In the following, we present a comprehensive analysis of governance of and in higher education th... more In the following, we present a comprehensive analysis of governance of and in higher education that is based largely on a literature review, thus representing publicly accessible knowledge. We address and cover key publications on these topics, which were released in recent years. This also defines our first research question. Our second research question, however, is in analytical terms already more specific. We apply the concept of “epistemic governance” to higher education and elaborate in more detail what epistemic governance may mean for the governance of and in higher education (currently and in the future). Epistemic governance refers to the epistemic structure and “knowledge paradigms” that underlie higher education. We compare epistemic governance with the reviewed literature on higher education governance. After a definition of two key terms (governance and higher education) in Chap. 2, our analysis engages broadly in a reviewing and discussion of different concepts of governance of and in higher education (Chap. 3), and compares this with epistemic governance wherever necessary and appropriate. Epistemic governance as such we discuss and present in Sect. 3.2.2. In Conclusion, we then focus on possible implications of epistemic governance for the academic profession (academic faculty) and their academic careers.
