A business model is presented for managing and expanding municipal Fiber Optical Metropolitan Are... more A business model is presented for managing and expanding municipal Fiber Optical Metropolitan Area Networks (MANs) in Greece. It is based on establishing a utility company owned by municipalities within a region, which manages their MANs via a combination of in-sourcing and out-sourcing. The proposed business model addresses issues such as horizontal integration (e.g. extent of municipal utility companies), vertical integration, city interconnection, ownership and organizational structure. We subsequently outline the benefits associated with the proposed model. The paper concludes with a summary of the models expected benefit and future research work.

Th... more This chapter proposes a novel concept towards the deployment of a networked 'Media Ecosystem'. The proposed solution is based on a flexible cooperation between providers, operators, and end-users, finally enabling every user first to access the offered multimedia services in various contexts, and second to share and deliver his own audiovisual content dynamically, seamlessly, and transparently to other users. Towards this goal, the proposed concept provides content-awareness to the network environment, network-and user contextawareness to the service environment, and adapted services/content to the end user for his best service experience possible, taking the role of a consumer and/or producer.

This paper aims to propose a business model for managing these municipal FTTH/B networks. The paper also seeks to form a part of the discussion on the business, social and policy implications of municipal involvement in physical broadband infrastructures.
Recognizing that high-speed broadband connectivity emerges as a key element for growth, city auth... more Recognizing that high-speed broadband connectivity emerges as a key element for growth, city authorities engage in fiber access deployments to empower their local communities in the digital economy. Currently, a growing number of municipal fiber projects are underway or planned while the international community and the telecommunications industry are yet undecided about the role and type of municipal intervention. This paper takes a holistic view of municipal broadband in Europe, aiming to understand the factors that determine municipal strategies in fixed Next-Generation Access (NGA) networks and the implications of municipal broadband to regulation and markets. The data suggests that the determining factors are (a) the engagement of public utilities; (b) the involvement of the private sector in joint infrastructure projects; (c) the local demand for retail and wholesale services; and (d) the institutional and regulatory framework at the European and national scale.
