Tw... more This paper examines the types, intensity, and impact of collaboration and learning in Nigeria. Two separate studies are used to examine on the one hand, the way universities collaborate with other actors within a national system of innovation (NSI) framework and how firms collaborate with universities and other actors on the other. Descriptive statistics and Probit regression confirm some of what we know from the literature about collaborative learning. The size of organizations and firms, infrastructure, and human capability proxied by number of PhDs all tend to influence the types and intensity of collaboration that result in innovation.

Forty years ago, Nigeria and Malaysia had comparative GDP per capita; Nigeria was the leading oil... more Forty years ago, Nigeria and Malaysia had comparative GDP per capita; Nigeria was the leading oil palm producer and exporter in the world. Within a decade, Malaysia overtook Nigeria both as producer and exporter. This paper provides a comparative perspective of the evolution of institutions and policies contrasting Nigeria and Malaysia over a relatively long period. The aim is to understand, based on the evidence, how and why Malaysia performed so well and Nigeria did not thereby exploring the systemic, remote and immediate causes of the different evolutionary trajectories of the two countries with very similar geographical characteristics. The data for this paper came from a variety of methods including secondary and primary survey as well as face to face interviews. The paper concludes that differential institutions, policies and investment efforts explain much of the catch-up story of the oil palm sectors in the two countries.

One of the persistent complaints of policy makers, which is also confirmed by the findings of this study, is that several research projects remain at incipient stages because there is no immediate demand for them. The successful implementation of any development agenda is predicated on formulation and implementation of sound policies. The global best practice is to employ scientific evidences in formulation of policies. One of such is STI Indicators, developed to measure and manage the technological progress of the country. To transit from research to development, policy makers must understand and be equipped to effectively deploy the indicators. This study is therefore based on the need to assess and examine the level of awareness and literacy of STI indicators among policy-makers in Nigeria in order to enhance evidence-based policy making process. In this paper, we examine the environmental scanning strategy of manufacturing companies in south... more In this paper, we examine the environmental scanning strategy of manufacturing companies in southwestern Nigeria against the background that manufacturing companies in Nigeria exist in a challenging environment characterised by high import dependency, inappropriate policies, lack of transparent governance and weak industrial capabilities. Empirical data was collected with a questionnaire from a sample of 84 manufacturing firms in southwestern Nigeria. It was observed that generally companies in the industry actively engage in systematic gathering, analyses and assimilation of information about the business environment as strategic input into planning. The main objective of firms’ search was to obtain information required to initiate or support strategies for competing in the domestic market. Central among the factors determining the companies’ level of intrusiveness into the environment are companies’ capacity to interpret changes in the environment, available channels of information and quality of information.
