Can a specific policy involving a cost-benefit factor, political philosophy and technology be evaluated? This threesome relation in above question represents three contradictory factors to each other. Among many factors – progress to achieve objectives and anticipated consequences, need of resources, overview in deceptive tone or statistical numbers and opinion polls, policymakers, majority of the time are interested in cost-benefit analysis. Does the prevailing tools for scientific research and social science’s methodologies, quantitative and analytic techniques have to sharpen their edges to slice and dice to expose the dichotomy of any policy issue, into politics, human behavior, technology, organizational structure, economics, international pressures and natural constraints.

Implementation failure has more media impact as compare to a success. Failure teaches us more valuable lesson than a success story. Particularly policy failure gives an opportunity to analyze the reasons, for future reference. It might not be impossible to attain 100 percentage success rates in achieving the objectives. Therefore many analysts might look implantation impact as relative success as oppose to outright failure. Some scholars argued that success and failure of policy is highly "subjective and reflective" an individual perspective. A specific point of view and multi dimensional reasoning of success and failure, relative perception provides opportunities to learn from the mistake and to establish best practices. A policy scientist can go back to drawing board to make changes and recommendations to change the course.

Some time battle lines are not drawn along the issue definition rather against the multiple solutions leading to same goal. Even eying on a same goal the struggle in the process is not without the heartburn among the groups. Limitations are obvious in the application of rationality and objectivity, when most of the issues are dominated by political consideration. No matter what considerations or limitations an analyst face, at the end of the day, it is the policy scientist who is primarily responsible for rigor analysis, degree of precision, technicalities and maintaining of objectivity in option analysis.

Top of everything, Jatropha Curcas, due to its unique characteristics has proved itself as a leading candidate for bio-diesel, hence a prospective cultivation it has the potential to resolve the energy crises facing by the Country. This initiative is the chance to improve our energy security and spur economic development by reducing dependence on foreign fuel and reinvesting foreign exchange into our own communities. Any public-private partnership policy initiative, a planed and organized cultivation of Jatropha Curcas on marginal, barren or still uncultivated land in Pakistan will the fruit to reap the following socio-economic benefits: To increase energy security, To alleviate rural poverty and stimulate rural development, To reduce the migration from rural areas to urban centers, To control the climate change and improve the environment, To curtail crime and religious extremism.
