Globalleşen dünyada giderek karmaşık bir sürece sürüklenen örgütler, sosyal hastalıkların da başl... more Globalleşen dünyada giderek karmaşık bir sürece sürüklenen örgütler, sosyal hastalıkların da başlangıç noktası olarak görülmektedir. Örgütler; belli amaçları gerçekleştirmek başta olmak üzere birçok konuda kolaylık sağlamasının yanı sıra, değişimin hızlanması ve teknolojik gelişmelerle birlikte, birtakım sosyal hastalıkları da beraberinde getirmektedir. Bu bağlamda çalışmanın amacı; örgütlerde görülen sosyal hastalıkların giderilmesinde, İnsan kaynakları uygulamalarının etkinliğini ortaya koyabilmektir. Konu ile ilgili çalışmalar incelendiğinde; örgütlerde giderek yaygınlaşan standartlaşmayla birlikte sayısallaştırılma başta olmak üzere, çalışanların daima daha fazla efor beklentisine sürüklenmesiyle, beraberinde yaygınlaşan tek düze normlar ve değerlerin, oluşan bu sosyal hastalıkların nedenleri olduğu söylenebilir. Nitekim rekabetin küresel boyutlara ulaştığı günümüzde, örgütlerde oluşan çeşitli sosyal hastalıkların çözümüne yönelik yapılan literatür incelemesinde, sonuç olarak; örgütlerin sürekliliğinin sağlanması için İnsan kaynakları uygulamalarının etkinliğinin önem kazandığı görülmektedir.

Because the SMEs, where access to finance is identified as the main problem, must continue to exist in the competitive market. This situation requires SMEs' commitment to digital platforms; The financial and sociological deficiencies of Ceylanpınar SMEs make the needs of the Cloud Informatics clear. At this stage, Cylanpinar is proposing the Cloud Computing Systems which are thought to be compatible with the SME budget financially and easily understandable to SMEs in the digital sense. In this context, Cloud Computing Systems are included in the research in terms of security. The presented research study is directed towards SMEs in the general sense, whereas it is directed to Cylanpinar SMEs in the context of the sample. Suriye sınırını paylaşan Ceylanpınar halkının seçmen davranışlarının, Suriye'de yaşanan olaylardan ve ülke içerisindeki olağan hal durumu vb toplumsallıklardan ayrı bir değerlendirmeye tabi tutulmasının yetersiz olduğu düşünülmektedir. Bu nedenle iddia edilen siyasi psikoloji yaklaşımı, kabul edilebilir seçmen davranışları için gerekli bir yaklaşım olacaktır. Bu bağlamda araştırma çalışması, Ceylanpınar-seçmen davranışlarının değerlendirilmesi neticesine dayanan yeni bir yaklaşımı akademik sahaya kazandırma amacı taşımaktadır. Siyasi psikoloji olarak adlandırılan yaklaşımın dayanaklarının, bu araştırma aracılığıyla seçmen davranışlarına adilane bir boyut kazandıracağı düşünülmektedir. Kanıksanabilir bir sav niteliği taşıyan siyasi psikoloji yaklaşımının izlenimleri görüntüler eşliğinde çalışmanın giriş bölümünde sunularak bilimsel bir analize alınmaktadır. İzlenimsel bir deyişle, araştırmacının bir başka araştırma projesinin sonuç niteliğini oluşturan siyasa psikoloji bölümü 2 , bu araştırma çalışmasının başlangıcı durumundadır.

The public policy field is divided as a separate research field since 1960 in United States of America. The public policy field that started to be worked on by policy makers right afterwards, has become a subject to researches in the Republic of Turkey-especially-after 2000s. In this study, it is aimed to investigate the scientific researches carried out on public policies at national and international level and to compare and evaluate the researches reached at the national and international level. Therefore, the data collection technique of the study is composed of literature researches. By examining the researches, presence cut of the public policy field countrywide is evaluated and presented with final objectives and conclusions. Öz Kamu politikası alan çalışmaları ile ilgili çeşitli tarihler verilebilir. Kamu politikaları alanının, ayrı bir çalışma alanı olarak, 1960 yıllardan sonra Amerika Birleşik Devletleri'nde sınırları çizilmeye başlamıştır. Akabinde birçok ülkede akademisyenler ve kamu yapıcılar tarafından çalışılmaya başlanan kamu politikaları alanı, Türkiye Cumhuriyeti'nde-özellikle-2000'li yıllardan sonra araştırmalara konu olmaya başlamaktadır. Bu çalışmada en genel haliyle, ulusal ve uluslararası düzeyde kamu politikalarına yönelik yapılan bilimsel çalışmaların araştırılarak, ulaşılan çalışmaların ulusal ve uluslararası düzeyde değerlendirilerek karşılaştırılması amaçlanmaktadır. But this activity is different in terms of developed and developing countries. It is thought that this difference should be questioned in this study. Because public policies are questionable in developing countries. In this study; the decisive impact of international institutions that channel public policies on the public sphere of developing countries will be discussed. As a result of globalization, the issue of whether or not international institutions established their purpose is discussed and how the occupation of the present day Kudus is met by OECD members. Because this issue is important for social sensitivity. Because Israel is a member state of OECD as of 2010. Democracy and human rights are the pioneers of the conditions for the OECD member states. In this context, it should be wondered why the Israeli occupation of Jerusalem, the OECD, received silence! The reasons why the United States, one of the founding members of the OECD, together define Kudus as the capital of Israel, need to be investigated. As a matter of fact, the OECD is expected to lose its reputation following international organizations such as the IMF, the World Bank and the World Trade Organization. Therefore, the OECD is foreseen to account. Unlike the United States at this point, another founding member of the OECD, which will be explained reasons for inadequate stance of the Republic of Turkey. In this context, the impact of international organizations that guide public policies in developing countries is questioned. In the questioning; Document analysis, which is the method of studying Jerusalem's occupation with Israeli-specific methods, is based on national and international research studies. The inference reached during the evaluation phase of the research is presented with a proposal of a functional model reflecting the solution proposal. The absence of the OECD among international actors steering public policies demonstrates the importance of this work. But this is also the reason why the resources are limited.

In this context, the living conditions of Ceylanpınar District are presented in general terms. The first method of the research consists of personal interviews with those women living in Ceylanpınar. The presidential elections, which were decided to be held in an early date, put many obstacles in the management of the time. Abstract The assessment of the situation of the people of Ceylanpınar requires further diversification, so another examination is necessary. Because, being able to evaluate the public awareness of political participation with voting behavior requires that personal and social conditions are taken into account. At the same time, the voter behavior of the individual who is shaped by the community structure can change. From here it should be examined how Ceylanpınar, which is a border city feature, is affected by the chaos on the border, the state of emergency and the social conflicts that accompany it. Attention should be paid to how well these social problems reflect to Ceylanpınar election. The security problem of Ceylanpınar people, who live under the threat of many illegal organizations, was tried to be explained by supporting the images taken by the researcher. The reason for working through images is to reflect an individual presentation of reality. Another reason for this is the negative attitude of the people of Ceylanpınar to the survey studies. Therefore, the opinion that the electoral behavior of Ceylanpınar District can not be justified is considered to constitute more just voter behavior by participation of political psychological situation. Based on this prediction, Ceylanpınar's political psychology is examined.

Örgütler; belli amaçları gerçekleştirmek başta olmak üzere birçok konuda kolaylık sağlamasının yanı sıra, değişimin hızlanması ve teknolojik gelişmelerle birlikte, birtakım sosyal hastalıkları da beraberinde getirmektedir. Bu bağlamda çalışmanın amacı; örgütlerde görülen sosyal hastalıkların giderilmesinde, İnsan kaynakları uygulamalarının etkinliğini ortaya koyabilmektir. Konu ile ilgili çalışmalar incelendiğinde; örgütlerde giderek yaygınlaşan standartlaşmayla birlikte sayısallaştırılma başta olmak üzere, çalışanların daima daha fazla efor beklentisine sürüklenmesiyle, beraberinde yaygınlaşan tek düze normlar ve değerlerin, oluşan bu sosyal hastalıkların nedenleri olduğu söylenebilir. Nitekim rekabetin küresel boyutlara ulaştığı günümüzde, örgütlerde oluşan çeşitli sosyal hastalıkların çözümüne yönelik yapılan literatür incelemesinde, sonuç olarak; örgütlerin sürekliliğinin sağlanması için İnsan kaynakları uygulamalarının etkinliğinin önem kazandığı görülmektedir.

Suriye sınırını paylaşan Ceylanpınar halkının seçmen davranışlarının, Suriye'de yaşanan olaylardan ve ülke içerisindeki olağan hal durumu vb toplumsallıklardan ayrı bir değerlendirmeye tabi tutulmasının yetersiz olduğu düşünülmektedir. Bu nedenle iddia edilen siyasi psikoloji yaklaşımı, kabul edilebilir seçmen davranışları için gerekli bir yaklaşım olacaktır. Bu bağlamda araştırma çalışması, Ceylanpınar-seçmen davranışlarının değerlendirilmesi neticesine dayanan yeni bir yaklaşımı akademik sahaya kazandırma amacı taşımaktadır. Siyasi psikoloji olarak adlandırılan yaklaşımın dayanaklarının, bu araştırma aracılığıyla seçmen davranışlarına adilane bir boyut kazandıracağı düşünülmektedir. Kanıksanabilir bir sav niteliği taşıyan siyasi psikoloji yaklaşımının izlenimleri görüntüler eşliğinde çalışmanın giriş bölümünde sunularak bilimsel bir analize alınmaktadır. The public policy field is divided as a separate research field since 1960 in United States of America. The public policy field that started to be worked on by policy makers right afterwards, has become a subject to researches in the Republic of Turkey-especially-after 2000s. In this study, it is aimed to investigate the scientific researches carried out on public policies at national and international level and to compare and evaluate the researches reached at the national and international level. Therefore, the data collection technique of the study is composed of literature researches. By examining the researches, presence cut of the public policy field countrywide is evaluated and presented with final objectives and conclusions. But this activity is different in terms of developed and developing countries. It is thought that this difference should be questioned in this study. Because public policies are questionable in developing countries. In this study; the decisive impact of international institutions that channel public policies on the public sphere of developing countries will be discussed. As a result of globalization, the issue of whether or not international institutions established their purpose is discussed and how the occupation of the present day Kudus is met by OECD members. Because this issue is important for social sensitivity. Because Israel is a member state of OECD as of 2010. Democracy and human rights are the pioneers of the conditions for the OECD member states. In this context, it should be wondered why the Israeli occupation of Jerusalem, the OECD, received silence! The reasons why the United States, one of the founding members of the OECD, together define Kudus as the capital of Israel, need to be investigated. As a matter of fact, the OECD is expected to lose its reputation following international organizations such as the IMF, the World Bank and the World Trade Organization. Therefore, the OECD is foreseen to account. Unlike the United States at this point, another founding member of the OECD, which will be explained reasons for inadequate stance of the Republic of Turkey. In this context, the impact of international organizations that guide public policies in developing countries is questioned. Abstract The assessment of the situation of the people of Ceylanpınar requires further diversification, so another examination is necessary. Because, being able to evaluate the public awareness of political participation with voting behavior requires that personal and social conditions are taken into account. At the same time, the voter behavior of the individual who is shaped by the community structure can change. From here it should be examined how Ceylanpınar, which is a border city feature, is affected by the chaos on the border, the state of emergency and the social conflicts that accompany it. Attention should be paid to how well these social problems reflect to Ceylanpınar election. The security problem of Ceylanpınar people, who live under the threat of many illegal organizations, was tried to be explained by supporting the images taken by the researcher. The reason for working through images is to reflect an individual presentation of reality. Another reason for this is the negative attitude of the people of Ceylanpınar to the survey studies. Therefore, the opinion that the electoral behavior of Ceylanpınar District can not be justified is considered to constitute more just voter behavior by participation of political psychological situation. Based on this prediction, Ceylanpınar's political psychology is examined.

Suriye sınırını paylaşan Ceylanpınar halkının seçmen davranışlarının, Suriye'de yaşanan olaylardan ve ülke içerisindeki olağan hal durumu vb toplumsallıklardan ayrı bir değerlendirmeye tabi tutulmasının yetersiz olduğu düşünülmektedir. Bu nedenle iddia edilen siyasi psikoloji yaklaşımı, kabul edilebilir seçmen davranışları için gerekli bir yaklaşım olacaktır. Bu bağlamda araştırma çalışması, Ceylanpınar-seçmen davranışlarının değerlendirilmesi neticesine dayanan yeni bir yaklaşımı akademik sahaya kazandırma amacı taşımaktadır. Siyasi psikoloji olarak adlandırılan yaklaşımın dayanaklarının, bu araştırma aracılığıyla seçmen davranışlarına adilane bir boyut kazandıracağı düşünülmektedir. Kanıksanabilir bir sav niteliği taşıyan siyasi psikoloji yaklaşımının izlenimleri görüntüler eşliğinde çalışmanın giriş bölümünde sunularak bilimsel bir analize alınmaktadır. İzlenimsel bir deyişle, araştırmacının bir başka araştırma projesinin sonuç niteliğini oluşturan siyasa psikoloji bölümü 2 , bu araştırma çalışmasının başlangıcı durumundadır. Abstract The assessment of the situation of the people of Ceylanpınar requires further diversification, so another examination is necessary. Because, being able to evaluate the public awareness of political participation with voting behavior requires that personal and social conditions are taken into account. At the same time, the voter behavior of the individual who is shaped by the community structure can change. From here it should be examined how Ceylanpınar, which is a border city feature, is affected by the chaos on the border, the state of emergency and the social conflicts that accompany it. Attention should be paid to how well these social problems reflect to Ceylanpınar election. The security problem of Ceylanpınar people, who live under the threat of many illegal organizations, was tried to be explained by supporting the images taken by the researcher. The reason for working through images is to reflect an individual presentation of reality. Another reason for this is the negative attitude of the people of Ceylanpınar to the survey studies. Therefore, the opinion that the electoral behavior of Ceylanpınar District can not be justified is considered to constitute more just voter behavior by participation of political psychological situation. Based on this prediction, Ceylanpınar's political psychology is examined.

The financial and social factors that constitute political ideologies are thought to influence voter behavior in this study. Based on the basic idea of the study, the voting behavior of Ceylanpınar District of Şanlıurfa is examined. A comparative process of the financial and social aspects of the Ceylanpınar District is followed by a study of the priorities of the financing social factors that constitute political ideologies, including field work on the subject. A survey study was conducted forthepurpose of the research study. But there were different things in the survey process. For this reason, voter behavior in Ceylanpınar District was discussed during the evaluation. The focus of this study is voter behavior in the Ceylanpınar District. Because the influence of the observations and examinations of the people is reflected. In the research study, the causes of voter behavior are mentioned and suggestions are presented. The research study on the basis of the referendum period, which is considered as a social responsibility, explains the effects of financial and social factors on voter behavior and explains how these factors reflect the formation process of public policies with voter behavior and the future process.

Keza; tek pusulası olan akılla yönetilmemesi halinde, düşüncelerinde kuruntuyla beraber tanımsız akımların içine sürüklenmesi beklenen bir davranış şekli olmaktadır. Bu durumda hayal gücü değişik düşünceler önerir. İçinde aklı da taşıyan irade ise, aşırı projelere hazırdır. Bu durumda, sergilediği sıra dışı tutumlarla, yönetmek için uygun ve yandaşları içinde güvenilir kişi olduğu düşünülür. Bu durum ilk aşamalarda sorgulanmadığında, geleneksel olarak neredeyse kutsal kılınır ve dahası bu kişilere karşı gelmenin delilik olduğu düşünülür. Dünyadaki toplumlar tarafsız olarak incelendiğinde, insanlar arasında bu şekilde sürmekte olan birçok göreneklere rastlayacaktır, akabinde insanlar içinde güvenle uygulanan normlara artık çok az saygı duyacaktır. Buradan hareketle kendini uygar sanan bu ussal olmayan düşüncesiz yerleşiklerin, insani özelliklerini sorgulamaları gerekecektir. Eğer bu tür aile yönetimindeki paternalistlerin doğru yöneticiler olduğu iddia ediliyorsa, bazı halkların içinde ebeveynleri tarafından kurban edilen çocukları bulunduğunu hatır etmek yerinde olacaktır. Kendi çocuklarını kurban ederek, suçsuz kanı döken anne ve babaların varlığının yanında; kardeşkanı dökerek toprağın kanla kirletildiğini bildiren ilahi emirler aşikârdır.
