While there is little consensus amongst policy scholars about the relationship between research a... more While there is little consensus amongst policy scholars about the relationship between research and policy, there is some agreement that the contribution of research to the policy process is at best, weak, at worst, symbolic. The reason for this tenuous link is manifold, but some policy scholars suggest that it is a consequence of the absence of sufficient dialogue between the various participants in the policy process. This paper proposes two outcomes. First, we survey selected literature on the policy dialogue process, exploring the research-policy link as it is played out in the interface between political structures and the actors involved. We explore the nature of informal and 'non-linear' policy decision-making processes and identify macro formations that exert influence over which policy ideas are noticed and which are ignored. This study focuses on the experience of a contingent of Thai PhD in Education students who travel... more This study focuses on the experience of a contingent of Thai PhD in Education students who travelled to the United States (US) to participate in an intensive credit bearing academic development program at Southwest Minnesota State University. The students from Udon Thani Rajabhat University (UDRU) in the northeast region of the Kingdom of Thailand attended the program in October/November 2011. At the time of their visit, they were in the first year of their PhD program which is conducted in the Thai language. The UDRU contingent comprised two groups who are following different PhD specialisations in the fields of educational administration and curriculum development. Each group attended its own program, designed and taught by senior faculty members at SMSU. These annual programs are part of an ongoing Southwest Minnesota State University (SMSU) Udon Thani Rajabhat University (UDRU) Cooperative Project that was initiated in 2007. Since then, four groups of students have benefited from the program.

This article focuses on a new organisational form that is emerging in the South African context—k... more This article focuses on a new organisational form that is emerging in the South African context—knowledge networks of higher education, industry and intermediary partners. The article focuses on seven case studies in two high-technology fields and their related industrial sectors—biotechnology, being relatively new, and new materials development, being relatively mature in South Africa. It shows the complex nature of the research partners at each node of a network, and of the structure and dynamics of the interaction that results. The study suggests that we need to open up the ideal enshrined in South African policy, of the desirability of research partnerships, to more informed analysis of the complexity of creating networks, in specific industrial sub-sectors, knowledge fields and institutional contexts. This article shows how and why particular higher education-industry research and development netw... more This article shows how and why particular higher education-industry research and development networks articulate with the South African telecommunications sector. The range of competing and complementary data telecommunications technologies available in the South African market provide varying opportunities for enterprises to engage in R&D. Two case studies based in the South African telecommunications industry examine R&D interaction between industry and higher education institutions which have nascent rather than developed R&D capacity and which are dependent on industry initiatives. The analysis suggests that the origin of a particular industry-higher education R&D network is contingent on the growth trajectory of the industrial sector in which it is located and on the maturation of research capacity in the higher education sector with which it is linked.

Loram was an important proponent of fashioning African education in ways that would best meet the needs of the colonial system. In the 1920s, Loram championed adapting the colonial curriculum away from “bookishness” towards a manual and agricultural orientation in order to meet the “needs” of rural Africans, as white settlers defined them. As his ideas on adaptation matured, Loram wrote an influential book, The Education of the South African Native in 1917, in which he stated: “On the necessity of industrial training for the Natives of South Africa there is remarkable unanimity. This paper identifies the core factors and conditions that must be considered in generating latec... more This paper identifies the core factors and conditions that must be considered in generating latecomer country economic growth through advancing IT services and business services activity. The aim is to build a framework for understanding the links between industrial policy, the IT services sector, the labour market for high level ICT skills, and the education system in latecomer countries. Governance, policy, economic and technology factors will determine growth potential in the ICT sector. Government has a primary role to play in graduating workers with intermediate to high level skills, with industry playing a secondary but no less important role with workplace training and ongoing professional development. Given this context, this article argues the necessity for government to intervene in education to promote key sectors such as IT services. The capacity of the national education and training system to produce and reproduce skilled labour is critical. A compact between industry, government and higher education, as well as commitment and tight coordination are needed for expansion of the ICT services sector. International comparative analysis of the economic growth and employment generation potential of latecomer country IT services sectors is important given the inclusive impact of global conditions on any industry irrespective of country location. In concluding, the paper considers the options for comparative analysis between countries in the Pacific Asia and Southern Africa regions.

While access to post-secondary education has expanded at unprecedented levels in South Africa in ... more While access to post-secondary education has expanded at unprecedented levels in South Africa in the last decade, access of the country’s youth to decent work and livelihoods remains a national concern. South Africa’s Technical and Vocational Education and Training (TVET) colleges, predominantly attended by marginalised Black African youth, are situated at a pivotal point that has the potential to build the critical bridge between education and the labour market, and as a result, improve the employability of the youth. In this literature review we consider this opportunity for systemic change from a perspective that, in our view, is largely under-researched in South Africa, and internationally. Our focus is on student, lecturer and employer values, specifically on values related to working and workplaces. Drawing on the available literature, and a few available examples of African and international interventions in this area, we argue that the findings can be used to design a values approach to work-based learning in South African TVET colleges. This approach, and the interventions that can follow from it, requires the development of a conceptual framework that positions the proposed work in relation to the relevant social science field and in relation to how it can contribute to curriculum development that offers enhanced employment chances.
