The discipline of reproduction of cultural property in the Italian Cultural Property's Code was changed in 2014. However, many problems still remain: in particular, bibliographic and archival properties can't be reproduced without the permission of the public administration plus a payment. A recent decree about "Reorganization of the Ministry of Cultural Property and Tourism within the meaning of the article 1, subparagraph 327, of the law 28th December 2015, n. 208", was issued by the Minister of Cultural Property, but some modifications are still need, especially for bibliographic and archival properties, which are excluded from free reproduction. It's useful to give some suggestions in order to amend the law and allow a free access to Culture. The proposal is based on the text of the one that is going to be examined in the Italian Parliament. Application of these simple rules can imply benefits for both users and institutions.
