In this article we assert that the joint transformation of public perception about households' ov... more In this article we assert that the joint transformation of public perception about households' over-indebtedness and financial deregulation had important implication on the government decision to reform the overall consumer credit between 2005 and 2010. On the one hand, the development of collective actions by groups of lawyers to defend borrowers from moneylenders' abusive practices represents a source of change in the public opinion about over-indebted individuals in a context of long economic stagnation. A systematic press articles' analysis from 1977 to 2006 shows that the rising number of these collective actions since the early 1990s may have gradually increased the political salience of social issues related to the unsecure loan market. On the other hand, financial deregulation has been a source of change by allowing banks to enter the consumer finance market since the early 2000s. Banks entry on this market transformed the logic of complementarity among traditional consumer credit's actors (Shinpan, credit card companies and sarakin) in a general context of legal consumers protection's reinforcement. Thus evolution of the Japanese consumer finance's regulation is particularly relevant to illustrate forces of institutional change and its consequences.
This paper discusses the evolution of well-being at work in Japan, from a historical and politica... more This paper discusses the evolution of well-being at work in Japan, from a historical and political perspective, in comparison with France, in particular. Several indicators reveal a deterioration of work conditions, like in many OECD countries. Still, this decline of well-being at work in Japan has led to detrimental effects, from diminishing productivity and employees’ satisfaction, up to absenteeism and, in acute cases, death at work (karōshi). By focusing on the Japanese case, the aim of the study is to fathom both the reasons for this decline and the different ways in which public authorities, as well as firms, have addressed this issue. The 1990s was a difficult period for workers who saw an increasing number of non-regular employees, which caused a decline of the average wage. Women, younger and elder workers have been particularly affected by the economic slowdown. In response to this degraded environment, successive governments have taken initiatives and built major laws to help workers to improve their work-life balance and to reduce the risk of death by overwork. Moreover, firms themselves have taken initiatives to improve workers’ well-being using working hours flexibility, developing childcare facilities and providing various fringe benefits. The enacting of the so-called “Work Style Reform” (hatarakikata kaikaku) in June 2018 may be seen as the most recent effort to tackle the situation.

L'ambition generale de cette these est de contribuer a la comprehension de plusieurs enjeux s... more L'ambition generale de cette these est de contribuer a la comprehension de plusieurs enjeux sociaux et economiques de la societe japonaise et des reponses legislatives apportees en s'interessant aux conflits d'interets sous-jacents. Pour ce faire, on a analyse parallelement l'evolution de l'offre de credit aux menages et la progression de l'endettement des particuliers depuis la periode moderne jusqu'a la fin des annees 2000. Sur la base d'une methodologie pluridisciplinaire, on a analyse plus particulierement l'evolution du pret personnel en prenant en compte son environnement institutionnel, les changements du marche du travail ainsi que les transformations des comportements des emprunteurs. Energy Transition has reached the top of national and international political agendas. While lead... more Energy Transition has reached the top of national and international political agendas. While leading to increased investment in renewable energies and the accelerated development of new infrastructures, Energy Transition has also been meeting with a significant level of opposition at the local level. Against this backdrop, ConTE focuses on energy transition litigation as a distinctive site for observation and analysis. By examining from the comparative and multidisciplinary perspectives the various tensions, forms of resistance, conflicts of interest as well as social and territorial inequalities at stake, this research project seeks to enrich the reflection on just and democratic energy transition and thus to contribute to the emerging field of energy social sciences. The relevance of the comparative approach between Germany, France and Japan stems in particular from the proximity of these countries in terms of their climate ambitions, the trade-offs made in the face of the energy crisis exacerbated by the war in Ukraine, and the social opposition that such decisions have triggered. ConTE's multi-disciplinary approach (law, sociology, political science and geography) lies in the varied and complementary profiles of the project members, some of whom have begun collaborating on these issues in recent years. The five partner institutions whose laboratories have strong expertise in this field (CERAPS Lille U., Tokyo U., Waseda U., Hagen FernU., Kyoto RIHN-KCCAC) are committed to both supporting the organization of activities undertaken as part of the project and disseminating the results to a wide audience.
