First you need to make sure what type of paint is already on the dresser. Is it oil based or latex? Latex paint will expand and contract which is why it isn’t ideal to have under lacquer which does not expand. - If you have to lacquer over a previously painted surface, especially one that was brushed, make sure you sand dead flat before laying down either a @zinsser shellac based or vinyl primer.
