Based on the Mexican folklore (and the newly released film) of La Llorona. A woman betrayed by her husband who drowned her children in spite - then drowned herself when she realized what she did. Wandering the waterside, you might be alerted to her presence if you hear a woman's horrifying cries. She is known to search for young unfortunate children and kidnap them to keep as her own.
