Behind it appears at a first glance an in transparent and confusing puzzle of highly diverse procedures which are subsumed under the term quality management. One major explanation can be attributed to cultural differences between German expatriate managers and their local subordinates. Therefore predeparture training and development becomes more significant. This study investigates the extent and significance of predeparture training and development for expatriates in China and Brazil in German companies. When, how often and which strategies are used to prepare the expatriate for his/her assignment in an effective and efficient way? It raises some important questions on the appropriate strategy in international human resource management.

The comparably low education level of Chinese skilled workers and managers influences to a certai... more The comparably low education level of Chinese skilled workers and managers influences to a certain degree the successful or unsuccessful realization of economic reforms in the PRC. This is also the case as regards foreign companies investing in the Chinese market. Insufficiently trained Chinese workers and managers means a costly staffing policy with long assignments for expatriates from Europe or the US. These cost factors have an impact on investment decisions and further activities of foreign companies in the PRC. The article analyses the Chinese educational system. Which possibilities are available for Chinese skilled workers and managers? Has the structure of the present educational system to be changed in order to solve current problems? This investigation is part of a larger project on intercultural human resource management at the I.PA. Institute for Personnel Management and Working Science of the University of the Armed Forces, Hamburg.

Professional expertise in foreign markets and cultures is becoming an increasingly important factor in advancement. It is significant that in the past only male managers have been given the chance for a foreign assignment. Consequently female German managers very seldomly have international working experience. An empirical research study in 13 German multinational companies investigated the role of German women as expatriate managers from the perspectives of personnel managers. © 1992 John Wiley & Sons, Inc.
