The ever changing and dynamic world of Information Technology (IT) makes it possible for anyone to be educated anywhere, anytime. The barrier is broken, the benefits enjoyed by the privileged few now spreads to all and sundry. It had being recently suggested that with the new way of learning (E-Learning), a student can learn about Five(5) to Fifteen (15) Careers in his/her life time, indeed this is a tremendous breakthrough. But with great power comes great responsibilities. The stage is set, E-Learning is making waves so are the challenges that comes with it, militating against it to ensure it does not succeed. The greatest challenge is not the emergence of a new technology or paradigm, but how to maintain and sustain such technology to truly yield its expected results amongst various challenges. Unfortunately E-Learning has come to inherit some if not all of the various threats that hunts the Internet Technology and the Cyber space since it is driven right on-top of the already existing Electronics and Internet Technology. Attacker have found a new career for themselves, a ground to perpetrate their exploits, hence posing a great challenge to the successful implementation to the use of E-Learning and the E-Learning Technology. Understanding the root cause of a problem is solving the problem to a larger extent. This paper tries to identify whom these attackers are, what data are they interested in, why they carry out their mischievous activities and how best to mitigate their attacks, by these ways E-Learning can truly strive and succeed. Best practices are recommended in other to successfully have and make use of the E-Learning platform that will stand the test of time.

As a way to leverage this situation, the Nigerian Government tends to concentrate on youth enrollment in agriculture as a remedy.To this effect, billions of naira has been spent in the agricultural sector through different schemes that have yielded poor results.Subsequently the huge wealth generated from crude oil has made the Government completely ignore any other ways of wealth creation, and unfortunately this Oil business is only for the so-called privileged, powerful and influential. The Youth has no say in it at all. Every day the country turns out Thousands of young graduates who just completed their National Youth Service Corp (NYSC) programme with no job ready for them, It’s indeed a sickening situation, what is the way forward? This is the 21st Century, the era in which Information Technology has revolutionized every sector of the world’seconomy/enterprise; this indeed is a promising avenue to venture. This paper unveils great wealth creation opportunities through diverse facets of Information and communication Technology (ICT). It ends with the hope of providing a New Beginning and lively-hood independent of Oil and Gas for the teeming youths.

practice has evolved that is quite different from the established communities of conventional learning. The role of teachers
has changed from being sole providers and deliverers of the subject matter content to Motivators and Facilitators of learning
in the 21st century. Academic values of freedom of access to information, peer-review and knowledge sharing have also
blossomed greatly courtesy of application of ICT technologies in teaching and learning. Teachers and learners who must
stand competitive in the 21st century labour market must take advantage of learning in collaboration with scholars all over
the world using the E-Learning technology. Learning using media-based technologies as well as learners’ experience with
ICT learning devices has been encouraged world-wide. Learning has become personal, contextual and situated. Teachers are
now saddled with the responsibility of motivating learners to learn deeply and properly through engagement with authentic
learning tasks accessible to them round the clock through ICT technologies. Learning environment has undergone a
paradigm shift from being teacher-centered to student-centered, where the Instructor must take on multiple new roles. Elearning
platforms provide facilities for setting deadlines for submission of assignments, giving learners access to learning
materials in different formats most appealing to their learning styles. With increased popular access to information and
knowledge anywhere and anytime, the relationships between education, society, and technology have become more dynamic
than ever. This paper addresses the needs for learners, teachers, the management of institutions of higher learning, and even
the government, to respond more sensibly to E-Learning, to jointly build a robust learning environment supportive of
effectively realizing predetermined learning outcomes. Furthermore, the paper highlights the tasking implementation
challenges of E-Learning.
