Function details: Bot will examine the pages in Category:Wikpedia Help pages with dated sections in turn. If it find a level 1 heading date with no text added (i.e next entry is the next level 1 heading date), then that first date is removed, along with the blank line preceding it (i.e. the data added by Scsbot)
