I don't think membership on the Madison Common Council is an autopass for WP:NPOL and the rest of the article reads as a WP:REFBOMB resume largely sourced to his own campaign material.   • Delete. Madison WI is not a global city for the purposes of clinching the "inherent" notability of its city councillors, so the notability test he would have to pass is not just the ability to demonstrate that he exists as a city councillor, but the ability to show that he's much more notable than the norm for city councillors. But the references here are overwhelmingly primary sources that are not support for notability at all, and the few that are proper reliable sources are not enough — they're no different in depth, range or volume from what every other city councillor everywhere else could also show, so they're not enough to make him more special than everybody else.
