This article is exclusively told from an American POV. The first sentence of the article directly states that it "is an annual event held in the United States to support the right of women to go topless in public on gender-equality grounds." All of the info on this page has been directly lifted from Female toplessness in the United States#Political_movements which is the more appropriate place for this information to be presented.
