Declined versus Rejected

Wikipedia makes a distinction. "Declined" means the reviewer thinks there is potential for an article. "Rejected" means the reviewer decided there was no potential for the draft to be improved to the point of being accepted, and thus no more work should be done, not the draft worked on and resubmitted. Thank you for your attention to the article I wrote. The article has been tagged, but there does not seem to be anything I can do about it at this time. The article is a translation of an article that has had a positive reception on the Japanese Wikipedia, and I have submitted a request to the Guild of Copy Editors, so I believe that the issue will be resolved in time.
