I don't think it's appropriate to redirect "immigration to China" to an article about migration within China. Someone should start an article about immigration to China. Even if the number of people entering China with the intent of naturalizing is small, it's a topic worth having an article about.

And regardless of whether an article is started or not, I find it extremely misleading to redirect to an article about a different subject.

Starting the article

So I changed this from a redirect page to an article about migration in China into an actual article about immigration to China.
