This reference "CONFIRMED CASES OF COVID-19 Republic of Estonia Health Board, 16 April 2020" is not actually run by the Republic of Estonia Health Board and it does not present the info about "recovery_cases". The Health Board stated publishing it more recently and numbers are rather different on what is presented in the article (again: changes the methodology and stuff).
