eh, my focus is more on getting fitness standards on par with basics, finding the local's weakpoints as far as training and reactionary orientation (do they sperg in public) as well as skills focus

Yeah, but they have a pre-existing local population to be involved. If a group gets too broken up without enough people to support it, it dies out. Same if you don't break it up though

you want a group in each population centre that can support a group of anything more than say 8 or 9 people - then they can hook up with other local groups for big protests

you're right, that's exactly what other groups do, a scout group might have 2 small groups and join them together, then if they get too big they'll break them up again. It's a constant process and just requires a little management
