- I transferred an image I found, on en.wiki, that appeared to have a valid OTRS ticket, to the commons. Dyolf77, the administrator who actually deleted the image, said that, ultimately, an OTRS contributor closed the ticket as not permitted. I don't know whether they concluded that individual who initiated the ticket was not actually own the copyright on the image, or whether they thought they could conditionally release it for our use under a license that wasn't free enough for our rules.
OTRS team members, in my experience, can go overboard in their respect for the privacy of the third parties they correspond with. If the conclusion was "applicant hasn't agreed to a free license" that could be made public, without revealing any privacy violating details of the person behind the OTRS ticket? Similarly, if they couldn't confirm that the person behind the OTRS ticket owned the image's copyright, surely that could be made public? Geo Swan (talk) 14:18, 21 June 2019 (UTC)
