This chapter focuses on how seeing, thinking, and acting at the scale of the district changed rel... more This chapter focuses on how seeing, thinking, and acting at the scale of the district changed relations of rule between the HBC as indigenous people. The chapter focuses on how the district report was used by the company to make indigenous people into “industrious” economic subjects. The chapter interrogates how the company attempted to use the provision of credit and census to tie indigenous populations to specific districts. Attention is paid to how HBC officials determined the overall economic productivity of the district through annual comparisons and, at the same time, used districts to record and track the annual hunting returns of individual hunters. Through these techniques of rule, the company drew a line between industrious and indolent indigenous hunters. For the company, this form of knowledge could be used to close districts, tear down posts, or find ways to “motivate” populations of indigenous hunters to be more productive.

This chapter focuses on how the social vision of the HBC naturalist formed some of the preconditi... more This chapter focuses on how the social vision of the HBC naturalist formed some of the preconditions of district-inspection. The chapter argues that the categories that had made up the Linnaean system of classification became the categories through which the district was inspected. This argument is developed by first examining the journals of HBC employees and naturalists, Peter Fidler and David Thompson, to show how the eighteenth-century observational registers provided the categories that would structure the district report. The chapter then demonstrates how the company mobilized the district report to rationalize the company’s rule over the newly leased “Indian Lands” in 1821. Through this study, I argue that although the district report initially emerged to rationalize the company’s costs of administration, it soon became a more encompassing practice that was used to individualize and document indigenous hunters.

Observational Practices in Natural History: Conducts and Technical Registers (1700–1798)

This chapter theorizes the formation of observation within natural history during the late sevent... more This chapter theorizes the formation of observation within natural history during the late seventeenth and eighteenth centuries. The chapter explores how the practice of observation emerged from physico-theology, which connected the attentiveness to detail and collection of information as a practice that linked the observer closer to God. I argue that the conduct of observation created historical limitations on the representation of human life throughout the eighteenth century, which foreclosed on the emergence of population in colonial registers. I illustrate this point through an analysis of Thomas Malthus’ Essay on the Principle of Population. At the same time, I argue that the attentiveness to detail, the duty to record information, that was instilled through the conduct of observation would later inform the conditions of possibility for the HBC district.

Hudson’s Bay Company’s the Right of Seizure, the Fort, and the Preconditions of District-Inspection

This chapter traces some of the preconditions that allowed the conduct to observe to be reworked ... more This chapter traces some of the preconditions that allowed the conduct to observe to be reworked as district-inspection. In particular, the chapter examines how, throughout the late seventeenth and eighteenth centuries, the HBC inherited a form of power premised on the sovereign right of seizure. This mechanism of power created a unique form of social vision that was premised on the fort as a principle site of extraction and control. The chapter argues that starting in the early nineteenth century, the fort was reworked from a site of enclosure to a more open site that allowed indigenous hunters to be documented. I suggest these material conditions allowed some of the practices of observation to be reworked into a new form of social vision that supported the district as a technique to document people, land, and things.

In this chapter, I argue that the power of district reports to combine knowledge of population, e... more In this chapter, I argue that the power of district reports to combine knowledge of population, economic productivity, and subsistence with a general topography of the district formed a key technology in giving population a milieu. In this sense, the district report reworked human life from the eighteenth-century observational register and created a regionalized relationship between life and place. The chapter develops this argument in two sections. First, the chapter provided a discussion of how district reports produced population as an object, focusing on the development of the practice of the census of population as a technique stabilized by the register of the district report. In this I sketch the materiality of population as a category of administration. This chapter concludes by summarizing how district-inspection modified the conduct of observation... more This chapter concludes by summarizing how district-inspection modified the conduct of observation by grounding documentation and records into a distinct set of spatial-temporal coordinates. The chapter goes on to discuss the long reach of the district in structuring other nineteenth-century projects of colonial rule. Particular attention is paid to how the modern reservation system in Canada drew heavily from the district report and the logic of using the district to confine indigenous populations to specific locations and limit their mobility. It outlines lines of inquiry that could be pursued through subsequent research projects. Keywords Districts • Reservation system • Mobility • Colonialism An eighteenth-century observational practice of recording people, land, and things developed a seemingly infinite knowledge of detail and created a distinct set of spatial-temporal coordinates. Observation established a comparative spatial order in which beings were brought together as typologies and in which their relations to one another were grounded in nature. Yet this social form of nature did not place life in a conditioning relationship with place as it was differentiated into stable, discrete departments. The "savage orders of man" was a hierarchy crowned by the European. All the way up to Malthus, this relation of human beings to nature did not support a biopolitical representation of population.

This article theorizes the relationship of privacy to capital and projects of security and, in do... more This article theorizes the relationship of privacy to capital and projects of security and, in doing so, situates privacy in context to pacification. In particular, the article provides an interrogation of the contradictory structuring of privacy as both an object threatened by security and the role of privacy as a means to resist or limit projects of security. Through an analysis of Thomas Hobbes’ writings, this contradictory dual-deployment of privacy is unseated to reveal that far from challenging security, privacy has historically been presupposed and structured by security projects. Moreover, by acclimatizing us to our existence as atomized individuals, alienated from our collective social power, privacy in fact pacifies us. This process is explored through an examination of the Passenger Flight List agreement (PNR) between the United States and EU member states. Perry Anderson's The New Old World (NOW) interrogates both the historical processes through which... more Perry Anderson's The New Old World (NOW) interrogates both the historical processes through which Europe emerged and the forces that structure the European Union (EU) polity today. In some respects, the historical scope, detail, and length of the text make it an impossible object to review beyond a mere recap of broad themes. So what is the theme of NOW? In two sentences: 'Europe is Dead. Long Live Europe!' The focus of NOW is the tumultuous history of Europe, its declines, its renewals, and its periods of malaise. Anderson's primary argument is that Europe has now entered a period of economic, political, social, and cultural decline. Although decline is the guiding thread that binds this study together the structure of NOW and its method of analysis is very much in the character of comparative politics. NOW is laid out in four parts: The Union, The Core, The Eastern Question, and Conclusion. Anderson's focus is predominately on five member states-France, Germany, and Italy are used to analyze the established core of Europe; Turkey and Cyprus are mobilized not only to tilt the geo-physical borders of the EU but also point to the ahistorical nature of 'integration.' While in these individual studies Anderson develops a number of insights and detailed historical biographies, each study is used to demonstrate the stagnation or decline of the EU polity. In what increasingly appears as an endangered method, Anderson examines his case studies through a historical materialist analysis. He deftly weaves economic transformations to ruptures in intellectual conditions-his analysis of Germany from philosophy to visual art is most striking (266-277)-cultural developments and sea-change shifts in national politics. By analyzing the Down Survey as an earlier moment when population and land where enjoined, this paper makes two key arguments. First, the Down Survey brought people and land together as enjoined objects through a practice of ratio, a means to both classify and quantify land and people. Second, while a number of scholars have suggested territory is a relation grounded in biopolitics and governmentality, the Down Survey presents an historical episode that departs from this set of relations. Rather, the form of territory that emerges in Petty's thinking following the Down Survey aggregates people as ratio and, as such, produces a notion of territory grounded in preventative politics. I conclude by suggesting we need to reconsider the effectiveness of studying territory through the periodization of governmentality.

In this paper I interrogate Foucault’s analysis of the panopticon as a practice that generalized ... more In this paper I interrogate Foucault’s analysis of the panopticon as a practice that generalized the disciplines, allowed them to escape from the closed fortresses of the eighteenth century, and distributed them throughout the social body as ‘generalized surveillance’. I argue that Foucault overlooked that in Bentham’s later writings, the panopticon was tied to a practice of districting space. By focusing on the panopticon and district space the article reveals that panopticon regulation was historically tied to a distinct form of spatial order that not only generalized inspection over the social body. Thus, this paper not only critiques Foucault’s for overlooking that Bentham’s inspection-house principle was embedded in a more encompassing project of producing a new spatial order over all of England but it also develops ‘districting’ as a technique of producing standardized and uniform spaces of political rule.

Malthus and Physico-Theology: the Epistemology of "An Essay on the Principles of Population"

Scholars have sought to write Malthus into Foucault’s history of liberalism and biopolitics in va... more Scholars have sought to write Malthus into Foucault’s history of liberalism and biopolitics in varied and intriguing, ways. Malthus’ Essay has been read as a biopolitical colonial hierarchy of savage life, to a disciplinary form of economic conduct for all men to pursue (see Telmman, 2013; Collings 2007; Dean 1991). These readings are not without contradiction and there is debate whether Malthus did indeed have a biopolitical conception of population. This article situates Malthus in the history of the human sciences by exploring the epistemology that underpins his essay. I argue Malthus’ understanding of population is drawn from two-interlocked 18th century discourses, that of physico-theology and the Linnaean classification. Far from representing decisive break from 18th-century thinking on nature and population, Malthus’s Essay represents the epistemological limits of 18th-century “human sciences.” The article assesses what this means for those who seek to develop genealogies of population and liberal rule.

The district displaced the colony fort as the administrative site the Hudson’s Bay Company (HBC) ... more The district displaced the colony fort as the administrative site the Hudson’s Bay Company (HBC) used to document and rule indigenous populations from the 18th to the 19th century in British North America. The changes in the architectural structure of the fort in the 18th century and in the social imaginary of how to command wealth and people in the 19th century created the district as a field of view. The district report became a form of administrative gaze by which the HBC individualized indigenous people as moral-economic subjects to be harnessed by the company. This rule through districts allowed the HBC to confine indigenous subjects to specific districts, to track their debts, their movements, and their populations and to produce infrastructural knowledge that would later support state-led projects of dispossession.

The best way into this review is to start with Slavoj Žižek's opening premise of First As Tragedy... more The best way into this review is to start with Slavoj Žižek's opening premise of First As Tragedy Than As Farce: Liberalism has died twice in the 21st century. Following 9/11, the retrenchment of democratic rights, the construction of new models of containment and exclusion marked the death of liberalisms promised "liberal-democratic political utopia". The 2008 economic meltdown further revealed that prosperity, contrary to the claims of neoliberal ideologues, could not be delivered through free market mechanisms. As such, using " the ongoing crisis as a starting point" (5) Žižek asks the following: how does ideology function to maintain capitalism as the only option when the inherent irrationality and authoritarian tendencies in the system have been unmasked by liberalisms failures as political and economic ideology? Žižek 's diagnosis is this: the death of liberal ideology leaves us with no other belief, no other imagination of our social bonds other than the non-ideological. This non-ideology maintains or exists in capitalist society through a very cynical functioning, "we only imagine that we do not really believe in our ideology"-which makes it all the more pervasive (3). As such, perception, action and, therein what is politically possible, are now structured by the other of ideology-non-ideology; and, thus, non-ideology is itself the ruling ideology.

Social Studies of Surveillance Syllabus

Surveillance, a dominant practice in modern societies, has affected many aspects of human existen... more Surveillance, a dominant practice in modern societies, has affected many aspects of human existence. This course traces surveillance from the Enlightenment era to present to examine the relation of surveillance to police, liberalism, and the rise of capitalism. The course examines these historical formations by following the arc of surveillance from 18 th-century police scientists such as Jeremy Bentham, CCTV technologies, police body cameras, and drones. The course will examine how often surveillance is developed to address the question of " who will police the police, " but in practice surveillance is often used by the state to police and control " suspicious " or " undesirable " populations. By the end of the course students will be aware of the key theories of surveillance have the skills to critically engage in contemporary debates about the relation of surveillance to the regulation of security and consumption in modern societies. This is not a course on " how to conduct surveillance " ; however, its focus on the complex and contradictory role of surveillance in the rule of law and the rights of the citizen will be especially useful to students seeking careers in law, law enforcement, government, and human rights. Special Needs: Students with special educational requirements should contact the instructor as soon as possible.

Course Description and Objectives: Imagine you show up at a hotel, check into a room, and find th... more Course Description and Objectives: Imagine you show up at a hotel, check into a room, and find that you will be sharing the bed with three other strangers. You'd probably find another hotel but from the fifteenth to seventeenth century in Europe, sharing inn beds with strangers was a social norm. In contemporary society we have a rather specific view of the self that privileges individuality, free choice, and moral responsibility, concepts that can be linked back to the subject of classical economics, " homo economicus. " As suggested by the example of sleeping arrangements in medieval inns, how we relate to ourselves and to others is neither " natural " nor solely dictated by personal psychology. Rather, how we understand ourselves, regulate our relations with others, and perceive matters of personal choice are the social and historical outcomes of different forms of power. This course draws on the work of well-known twentieth-century social theorists to explore historical relations of " the self " and the relation of subjectivity to social formations of gender, race, and social class. By pursuing how different social theorists have conceptualized " the self " and its relation to power, the course examines different theories about how external moral regulation becomes internalized, the processes through which deviant and abnormal selves have been constituted, and how " the self " has been central to the production of social difference and exclusion. The course has two objectives. First, I want each of you to develop the theoretical skills and knowledge to begin to critically rethink how and why the self in contemporary western societies is organized around the " individual. " These tools will give you the foundations to rethink how we conceive of human sociality and understand the nuances of how power produces different notions and representations of the self, and how these representations are often internalized. Second, I want to give each of you the foundational knowledge of what are important sociological texts such as early psychoanalysis, historical sociology, the early Chicago school, the work of Michel Foucault, and contemporary feminist theory. Knowing these different theoretical traditions is not only important in understanding how social theorists have tried to understand the relation of power to the self but it will familiarize you with ongoing debates within the discipline.

“Let Them Learn the Lesson of the Season”: Suspicion, Subsistence, and Punishment During the Red River Famine (1825–1826)

This chapter interrogates the ways HBC officials targeted, accused, and punished individuals in t... more This chapter interrogates the ways HBC officials targeted, accused, and punished individuals in the Red River colony during a famine in the winter of 1825-1826. By focusing on the post-journal of Francis Heron, a Hudson’s Bay Company clerk in charge of Fort Garry, the chapter traces how discourses of self-management and imprudent modes of subsistence were used by Heron to accuse and codify some of the colonists as "horse-eaters, beggars, cannibals and insurrections." I argue self-management, subsistence practices, and race, informed Heron’s accusations that some of colonists were indolent and, in turn, eligible for punitive measures. Two arguments are developed. First, I show that not only did individuals became ‘suspect’ in relation to their subsistence habits—settlers who chose to pursue buffalo instead of farming were of particular concern—but also Heron made accusations on the “character” of colonists, based on his perception of whether or not they engaged in proper self-management, which included working regularly on their crops, paying off debts, and living frugally. As such, his writings reveal a mode of accusation and subsequent entryway into regimes of punishment before the formal establishment of the reformative criminal justice system. Second, the paper illustrates that while accusation played a role in entering individuals into the company’s regimes of punishment, punishment itself was exercised through the fort, as those accused of being indolent were denied aid and shut outside the fort to learn the “lessons of the season.” Heron presented this tactic as a reformative type of punishment: those who survived the winter without aid would learn "prudence" and engage in more wholesome practices of subsistence in the years to come. As such, Heron’s post-journal reveals the role pastoral forms of punishment played in the nineteenth century carceral archipelago of British North America.

This chapter interrogates the different ways the Hudson Bay Company (HBC) designed and deployed f... more This chapter interrogates the different ways the Hudson Bay Company (HBC) designed and deployed forts the eighteenth and nineteenth century in British North America. I develop two arguments. First, I argue that by comparing eighteenth and nineteenth century fort designs, we can locate a shift in the fort from ‘an art of enclosure’ and a site of mercantile extraction to a site of inspection charged with making indigenous people into productive labour. Second, I argue that in tracing the shift from a site of extraction to a site charged with fabricating colonial labour, the fort shifted from being conceived of as a singular headquarters of power and instead became implicated in an extensive social field. I suggest that if it is the case that pacification is linked with the production of new spaces, urban space and programmed landscapes as has been suggested, the shift in the design and deployment of the fort reveals how this link is historically constituted in developing administrative landscapes that are capable of rendering labour productive.

The episode begins by examining the curious disclosure that exiles from Italian city states were referred to as "wolves" to the codification in Anglo-Sax law to place into exile was to "put on the wolves head" to the resurfacing of the wolf as a subject in a North West Mounted Police murder case in Alberta towards the end of the 19th-century. Working from these cases to present, the episode examines the inversion of the wolf from a banishment subject that is both outside of and a threat to civilization to the wolf as a subject that is violence and ruthless but nonetheless internal to bourgeois capitalist society.
