I am a political scientist with a particular interest in Slovakia, Slovenia and the Czech Republic, party politics in Central and Eastern Europe, the interaction between domestic and European sources of change, and the role of the past in the politics of the present. I am the joint editor with Nathaniel Copsey of the Journal of Common Market Studies’ Annual Review of the European Union.

There are currently five strands to my research: (1) sources of stability and instability of party politics in Central and Eastern Europe (with Kevin Deegan-Krause); (2) producing a better measure of electoral volatility (with Kevin Deegan-Krause and Fernando Casal-Bertoa); (3) domestic Czech, Slovak and Slovene politics; (4) the role of the past in the politics of the present; and (5) the interaction between domestic and European sources of change.

Hurricane Season: Systems of Instability in Central and East European Party Politics

The seemingly random triumph and demise of new political parties in Central and Eastern Europe ac... more The seemingly random triumph and demise of new political parties in Central and Eastern Europe actually represent a durable subsystem with relevance for party systems around the world. This article supplements existing research on volatility with new measures of party age distribution that reveal clear patterns of disruption, turnover and resta-bilization. These patterns emerge from stable and coherent party subsystems that follow a simple model based on three dynamics: losses by established parties, rapid gains by uncorrupted newcomers, and equally rapid newcomer losses to even newer parties. Confirmed both by electoral evidence and computer simulations, this model offers insight into the endurance of these subsystems, particularly since the very mechanisms that generate new parties' success can preclude their ability to survive in subsequent elections. Central and Eastern European party systems offer a laboratory for understanding trends in party system volatility that are emerging in Western Europe and across the globe.

Citizens of Slovakia went to the polls on 12 June 2010 for the seventh parliamentary elections of... more Citizens of Slovakia went to the polls on 12 June 2010 for the seventh parliamentary elections of the post-communist era. The 2010 contest changed the balance of power in parliament and continued the pattern of alternation between rival party blocs. In addition to inaugurating Slovakia's first female prime minister, Iveta Radi cová, 2010 also marked significant change within Slovakia's party system including the entrance of two new parties into parliament and the exit of two hardy perennials. Yet these changes in parties and personnel did little to alter the overall shape of party competition or the centrality of electoral appeals related to nationalism, socio-economic reform and corruption.

Shifting our understanding of populism from a question of core identity to a description of party... more Shifting our understanding of populism from a question of core identity to a description of party appeals allows for a neutralization of the term's negative connotations by allowing that all parties may use populist appeals to some extent. It is then possible to address a party's use of populist appeals by measuring its distinctly nonpopulist appeals, which are usually less bound up with normative judgments. Although the preliminary analysis of Slovakia shows a relatively close empirical fit among the theoretical elements in the existing literature, two categories of populist appeals are identified: the outward-looking appeals that vary strongly with a party's relationship to power, and inward-looking appeals that remain more stable over time. Use of these by politicians may offer clues to the origination, attractiveness, and longevity of populist and nonpopulist appeals.

A detailed examination of the 2006 parliamentary elections in Slovakia highlights the evolving pa... more A detailed examination of the 2006 parliamentary elections in Slovakia highlights the evolving pattern of party competition in the country. A transformation of the party political scene in the country has taken place, from one dominated by questions of the character of the political regime, illiberal democracy and nationalism into one in which socio-economic themes are of key importance for political parties to mobilize voters and win elections. Nevertheless, although socio-economic themes are now more salient, other dividing lines that shaped Slovak party politics in the 1990s, especially national appeals, remain significant for smaller, niche parties.

Although EU accession created some expectations of change, an examination of party politics in Sl... more Although EU accession created some expectations of change, an examination of party politics in Slovakia demonstrates the limited impact of EU membership on party organization and programmes during the first four years of membership. Moreover, distinguishing between ad hoc and coordinated change suggests that only weak Europeanization occurred. Nonetheless, the EU played three roles in the post-accession period: as a source of agreement, a reference point, and a measure of competence.

Es entonces posible establecer el uso de los atractivos del populismo por parte del partido al medir sus atractivos no-populistas, los cuales usualmente están menos vinculados con opiniones normativas. Aunque el análisis preliminar de Eslovaquia demuestra un ajuste empírico perfecto relativamente cerrado entre los elementos teóricos en la literatura existente, dos categorías de las características populistas son identificadas: los atractivos observados en el exterior que varían fuertemente con la relación del partido con el poder y los atractivos observados en el interior que permanecen mucho más estables a través del tiempo. El uso de éstos por los políticos puede ofrecer claves para el origen, atractivo, y longevidad de los atractivos populistas y no-populistas.
