Therefore, integrated adaptation plans are essential for turning them into resilient cities. National competitiveness strategies are, however, increasingly at odds with the very idea of resilient cities, either forcing urban sprawl to its limits or transforming green spaces into grey spaces within the city. In the midst of heated conflict about how to use public land, the role of networks of local initiatives to protect green spaces and residential rights of poor and marginal groups becomes pivotal to achieve equity and urban resilience. The aim of this paper is to explore the dynamics of such networks in Istanbul and investigate how to integrate them into local climate change adaptation plans. Conflicts over Istanbul's historical urban vegetable gardens (bostan) and the construction of the third bridge are good examples of sites of contestation which, unless resolved, seriously hinder any possibility of agreement and action on climate adaptation plans.

In Greece, the effects of the financial crisis and the austerity measures put into place to fight this crisis had culminated in a political crisis. Consequently, Syriza has come to power with various promises to take Greece out of this crisis.
In the light of these developments, in the first part of this paper, the aim is to evaluate the Greek debt crisis and the Syriza victory within the framework of the EU. Then, in the second part, the paper aims to investigate whether this specific time period can be used as a turning point in Greco-Turkish relations to solve the long standing and unresolved problems between the two countries as well as improving the EU-Turkish relations.

In this respect, first of all, the TTIP will be examined in detail in an effort to capture the possible advantages and disadvantages that it might create for the European Union and the United States. Then, its effects on Turkey will be assessed. The official TTIP negotiation documents and the American and European official web-sites which had prepared reports on TTIP will be accessed. The World Bank, the World Trade Organization and Eurostat will be visited at their web-sites to reach necessary data and statistics. Recent publications on the topic will be searched to have a thorough understanding of the issue. The Customs Union Agreement between Turkey and the European Union will be examined. The TTIP Agreement aimed to be finalized between the European Union and the United States is perceived to be very important for both sides. On the other hand, the TTIP is expected to have some important disadvantages and negative effects on countries which are not a part of these two blocs; like Turkey. Therefore, after showing how much the TTIP is valuable for the European Union and the United States, this paper aims to explain the disadvantages of this agreement on Turkey. In this respect, some policy recommendations will be made for Turkey to reverse this disadvantage to an advantage.

With the latest EU-Turkey Readmission Agreement, the European Union’s promise of visa liberalization, financial aid as well as the opening of a new chapter in accession negotiations, it has become possible to talk about a rapprochement between the two parties.
This paper aims to examine the effects of the refugee crisis on the EU-Turkey relations in the light of these recent developments. The paper also aims to analyze the possibility of further cooperation and improvement of relations between the two parties as a result of this rapprochement.

are addressed in this report.
The first part of the report indicates that coal is primarily responsible for the release of greenhouse gases that cause climate change and addresses the current status of energy infrastructure, share of coal, and plans towards increasing the share of coal in the future in Turkey.
The second part discusses the involvement and weight of coal in the Turkish economy and the structural transformation and current tendencies of an economy fixated on coal in its energy policies.
The third part of the report addresses coal investments and government support and incentives provided to coal in Turkey and reveals the problems resulting from such situations in terms of Turkey’s climate policies.
In part four, Turkish policies regarding increasing the share of coal are assessed in light of international developments. Future obstacles resulting from the transition of the European Union to a low carbon economic model and the decarbonization trends in other countries are among the main topics discussed in this section.
Part five discusses the environment and the health impacts of coal, as well as the public health problems arising from coal-fired power plants.
The sixth and final part of the report examines whether the “clean coal” argument suggested frequently in the field of climate policy is technically
possible or not. The technical, economic, and legal challenges with regard to the application of carbon capture and the storage technologies stipulated to mitigate emissions from coal are addressed here.
