Saime Ozcurumez (Ph.D., McGill) is a Professor in the Department of Sociology at Başkent University. She conducts research and publishes on migration policy and politics in the European Union, Turkey, and Canada, health and immigration, gender and immigration, irregular immigration, integration and citizenship, media representation of migrants, comparative politics of deliberative democracy, and Europeanization research agenda. She has articles published in Journal of Balkan and Near Eastern Studies, Turkish Studies, Comparative European Politics, Journal of Common Market Studies, Uluslararasi Iliskiler-International Relations, Women’s Studies International Forum, European Political Science, International Migration, New Perspectives on Turkey, Democratization, Violence Against Women, Journal of Gender Studies . She is the co-editor of two books: Of States, Rights and Social Closure with Palgrave and Asylum, International Migration and Statelessness: Concepts, Theories and Politics (in Turkish, UNHCR publications). She has co-authored Zorunlu Göç Deneyimi ve Toplumsal Bütünleşme: Kavramlar, Modeller ve Uygulamalar ile Türkiye. She has co-authored several book chapters on immigration policy process and foreign policy in Turkey in comparative perspective, Europeanization and collective identities through historical and media analysis in Turkey and access to health care by ethno-cultural groups in Canada, Italy and Germany. She has been part of many international and national collaborative research projects on cultural diversity and health care systems and violence against women in forced migration contexts.

EU-Turkey: Toward sustainable cooperation in migration management and refugee protection

When the von der Leyen European Commission took office on December 1, 2019, it committed to deliv... more When the von der Leyen European Commission took office on December 1, 2019, it committed to delivering a “fresh start on migration” through a New Pact on Migration and Asylum. It aimed to forge a new consensus on the future of EU migration and asylum policies, after years of deadlock caused by stark divisions among states and across EU institutions. After several postponements due to the sudden priorities resulting from the COVID-19 pandemic, the European Commission presented the New Pact on September 23, 2020. The 2021 MEDAM Assessment Report on Asylum and Migration Policies in Europe "The EU and Turkey: Toward sustainable cooperation in migration management and refugee protection" analyses the major changes proposed by the New Pact, as well as the progress achieved thus far in negotiations. The report also provides new data and research to inform ongoing policy debates about whether and how to reform EU-Turkey cooperation on irregular migration and refugee protection. Building on the analysis of past trends and experiences, the report discusses current challenges and opportunities for future cooperation—focusing on the EU-Turkey Statement, which was agreed between the EU and Turkey in 2016 and remains the basis for policy cooperation on migration.With the support of the Erasmus+ Programme of the European Union. nce the most intriguing scholarly question in the field of political science was: what is the sta... more nce the most intriguing scholarly question in the field of political science was: what is the state? The usual answer would begin by referring to territory, borders, sovereignty, and a nation. In time the inquiry became more complex, leading to questions along the lines of: What challenges the state? How does it do so, and why? One of the responses to these questions relates to the consequences of the increasing mobility of people crossing the borders of states-both literally and metaphorically. These consequences include but are not limited to people's access to rights and status as border-crossing noncitizens. The central normative and empirical query of this volume is in this contested domain. On the one hand, the contemporary Western nation-state preserves legally its sovereign right to determine who has the right to cross its borders as well as to exercise the political, social, and economic rights within its borders. On the other hand, rising levels of migration and increasing numbers and diversity of noncitizens within the borders of the nation-state challenge the extent to which the state may strike a balance between providing liberal, universally applicable rights and preserving its inherently distinctive identity and sovereignty. This volume is about paradoxes and limits. The central paradox addressed by all the authors is that of promoting universal human rights while at the same time maintaining the nation-state's sovereignty and self-determination over decisions concerning the acquisition of citizenship and access to rights within its territory. All the contributions in this volume address the limits of the different concepts and processes put to test by this paradox.
