Project Scope:
Expand Terminal T1 to accommodate two
simultaneous flights (international and
domestic).
Project Dimensions:
Expansion area: 15 meters x 110 meters
Utility building: 6.30 meters x 15.70
meters (total area of 100 square meters)

area and Existing Terminal on the Airside of the Alula
International Airport.

Policies: Alcohol and Drug, Smoking
Alcohol and Drug, Smoking
•Prohibition: The use of alcohol and drugs is strictly prohibited in the workplace and while on company property.
•Testing: The company may conduct random drug and alcohol testing.
•Consequences: Violation of the alcohol and drug policy may result in disciplinary action, up to and including
termination of employment.

Smoking Policy
•Designated Smoking Areas: Smoking is only permitted in designated smoking areas.
•Non-Smoking Areas: Smoking is prohibited in all other areas of the workplace.
•Secondhand Smoke: The company is committed to providing a smoking area.
•Compliance: Employees must comply with all smoking regulations and restrictions
Roles and Responsibilities

• Follow safety rules: Adhere to all safety rules, policies, and procedures.
• Report hazards: Identify and report any potential hazards or unsafe conditions.
• Use PPE: Wear appropriate personal protective equipment as required.
• Participate in training: Attend all required safety training sessions.
• Follow emergency procedures: Know and follow emergency procedures in case of an
emergency.
• Cooperate with investigations: Cooperate with safety investigations and provide accurate
information.
Safety instructions

1. Entry into the individual site area controlled by the security and as
shown layout.
2. availed permit to work whenever required for the task.
3. verify Isolation before work begins and use the specified life
protecting equipment.
4. Use specified fall prevention equipment when working at height.
5. Don’t walk under suspended load.
6. Don’t light up cigarettes in no smoking area.
7. Wear seat belt when in moving vehicles..
8. While driving don’t use mobile ,don’t exceed the speed limits.

The Dress Code
The Dress Code for the Expansion Terminal 1 at AlUla Airport project should prioritize safety and
professionalism.
Personal Protective Equipment (PPE): Hard hats, high-visibility vests, safety gloves, and steel-toed
boots are mandatory on-site.
Clothing: Long-sleeved shirts and full-length trousers to minimize exposure to hazards. Fire-resistant
clothing should be worn during hot works , don’t wear Traditional clothes
PERSONNEL PROTECTIVE EQUIPMENTS (PPE)

Wearing of Personal Protective Equipment (PPE) such as hard


hats, safety glasses, Reflective jacket and safety shoes are
mandatory for all personnel at all work locations. Ear protection
(Ear plugs), respirators, face shields, gloves and similar personal
protection will be worn as and when it is required.

Driving Rules for Airport Projects
Airport-Specific Driving Requirements:
•Designated Roads and Paths: Only use designated
roads and paths within the airport. Avoid driving on
unauthorized areas or runways.
•Speed Limits: Strictly adhere to posted speed limits.
Remember that airport areas often have lower speed limits
due to safety concerns.
•Emergency Vehicles: Give way to emergency vehicles,
such as fire trucks, ambulances, and police cars.
•Restricted Areas: Avoid entering restricted areas without
proper authorization. These areas may include airside
operations, secure zones, and cargo areas.
•Signage: Follow all traffic signs and markings within the
airport.
Job Safety Analysis (JSA)
A planning tool designed to get involvement from the workgroup in
breaking the job into steps ,analyzing each step , addressing associated
hazards and then developing a safe work procedure.

Tool Box Meeting (TBM)


•share the current HSE Matters and talks.
•communicate pre-job Hazards and risks.
•check out the workers health

Hand tools
•Use the correct tools, do not use defective hand tool.
•Transport or store tools in a box ,avoid throwing tools and keep out of
the walkways.
Safety Roles of the Site
All personnel must:
•Comply with company policies and procedures
•Take reasonable care of your own health and safety, and of the
environment.
•Consider the safety of other persons who may be affected by your acts
and omissions.
•Comply with all instructions, regarding HSE given by Supervision
and Management.
•Observe safety signs and barriers at all times
•Ensure that appropriate HSE equipment and controls are employed at
all times.
•Report all accidents, damage, hazardous situations and near misses
immediately to your Supervisor or HSE.
•Carry out your work responsibly at all times.

Safety Roles of the Site
SECSECURITY
all personnel shall be subject to Site Security Regulations;
• Personnel shall wear or carry Site I.D. Cards at all times

• Personnel shall present I.D. Cards on request by Security or HSE

• Obey instructions from Security personnel and HSE

PPE REQUIREMENTS
•As an absolute minimum, all personnel working in site SHALL wear;
Safety Glasses, Coveralls, Safety Boots, Gloves and Hard Hats.
•Security Staff shall refuse entry to the Work Areas to personnel not
wearing the correct PPE.
•PPE Free zones will be clearly signposted and identified during the site
induction.
MANAGEMENT RESPONSIBILITIES

 Ensure a safe and healthy working environment.


 Adhere to all applicable safety regulations and standards, Clients
requirements.
 Provide comprehensive safety training to all employees.
 Implement corrective actions to prevent future accidents.
 Provide necessary personal protective equipment to employees.
 Foster a positive safety culture where employees feel valued and
supported.
 Provide resources for the achievement of HSE goal
Traffic Management
Traffic at the airside and landside will be controlled by following the
airport traffic guidelines, not limited to:
Obtain a driving permit from airport authorities.
Ensure you are inducted and training received from airport and TDC
team.
Only use designated roads and paths within the airport.
Strictly adhere to posted speed limits and traffic signs.
Avoid entering restricted areas without proper authorization.
All Plant/Equipment shall have necessary safety devices such as
flashing light & reverse light and alarm.
Conduct daily inspection of you vehicle/equipment prior to start driving.
Signage's
It is important that you observe & comply with the Health and Safety rules and
follow guidelines as displayed on site safety signage around the site to know safety
requirements and to know where the following are;

Fire Points, Escape Routes


and Assembly Points
Welfare Facilities
Welfare facilities include restrooms, drinking water, first aid stations, and rest
areas.
The facilities are easily accessible and well-maintained.
Maintain cleanliness and hygiene in all welfare facilities while using them.
AIRSIDE ACCESS & SECURITY
Vehicles/Truck Entry
Whilst entering to airside, you must prominently
display a valid GACA ID along with IQAMA (if required)
and the airside driving permit.

Staff Entry

A valid GACA ID is required to enter airside areas. All employees


Shall enter through designated Gate and must wear their Airport Security Pass
at all times and it must be visible.

No Pass, No Entry
Security staff are there to protect the site.
Please co-operate during routine
security checks.
ENVIRONMENTAL PORTECTION
Dust
 Works shall be conducted in non peak flight operations.
 Dust monitoring and control (water tankers for suppression) will be in place.
 Continuous ventilation shall be used in closed working area for dust
controlling.
 Use respirator mask in the dust generation work area.
Waste
 The waste generate at project site will be collected as it accumulates or at
the end of the days work or as necessary and will be stored in specific
containers.
 The waste shall be disposed off by a third party waste collection company.
 At first, the amount of unnecessary waste produced must be minimized
based on the following strategy :
 Reduce
 Reuse
 Recycle
Flying Debris and Dust
Foreign Object Debris (FOD) at airports includes any object found in an inappropriate location
that, as a result of being in that location, can affect the airport operations and serious risk to
aircrafts at airside.
To control FOD make sure the following:
House keeping of the work site.
All the material and waste should not be left behind, & should be dumped in designated FOD
waste bins.
All the staff should receive training in the identification and elimination of FOD.
FOD Watchman must be appointed.
Report any FOD immediately.

•Loose Loads
When carrying any loose material, such as garbage or wastepaper, from airside and landside
area the load must be covered so that nothing falls off.
STOP WORK AUTHORITY POLICY

 Employees have the authority to stop work if they believe


there is an immediate safety hazard.
 STOP the work for, if in your opinion, you feel:
 Yours, or someone’s, life is in threat or danger.
 You or others could be injured.
 Work is being commenced without approved RAMS.
 TDC/third party/client equipment is or could be damaged.
 The environment may sustain harm by pollution.
REPORTING OF NEAR MISSES, INJURIES AND ILLNESS

General Requirements
All near miss, Injuries & Illness, even minor ones, must be reported.
Inthe event that you have an near miss or accident, you must
immediately report it to your supervisor and the Project HSE
Manager.
Do not take decision on your own.

Importance of Reporting
Prevent Future Incidents: Reporting helps identify hazards before
they cause harm.
Promote a Safety Culture: Encourages open communication and
accountability among employees.
FIRST AID AND MEDICAL FACILITIES
The site first aid room is located beside the HSE manager office in the site
offices, the nearest medical facilities are located around 18 kilometers from the
site. Ambulance provided by TDC for the utilization of nearest medical facilities.
Emergency Procedure
In event of alarm you are required to make your job safe,
proceed directly your nearest muster point and remain
there until advised to leave. Do not run. At the muster
point please stand still, keep quiet and allow the muster
marshal to carry out a head count.

All emergencies (fire, explosion, structural failure, injury),


any incidents and near-misses to be immediately reported
to:

• Location: Identify the designated assembly point in case of an emergency.
• Procedures: Follow instructions from emergency personnel during evacuations.
