GENDER, POLITICS, AND

THE STATE

Asst. Prof. Simeon Ferdinand E.

Feraro
How does the
state promote
gender equality
or inequality?
How the state can promote equality

1. Women’s policy
machineries
2. Developing women-
friendly policies
3. Gender mainstreaming
4. Multiculturalism
Women’s Policy Machineries

•In lay terms, this means the state allows

the establishment of groups and
organizations that pursue women’s rights
and advancements for gender equality
•Advocacy groups
•Gabriela
•Kilusang Kababaihang Pilipina
(Philippines Women's Movement)
•Katipunan ng Kalayaan para sa
Kababaihan (Organization of Women for
Freedom) or KALAYAAN
Developing Women Friendly Policies

•Anti-discrimination and anti-sexual

harassment policies in the work
place
•Laws against violence against
women and children. Ex. Safe
Spaces Act
•Paternity and maternity leaves
•Encouraging group activities that
involve both men and women
Gender Mainstreaming

•According to Sivakumar (2016), “gender

mainstreaming is Gender mainstreaming is the
process of bringing a gender perspective into the
mainstream activities of government at all levels
including in policies, programs and projects.
•It is a global strategy of achieving gender equality.
•Involves using and considering different gender
perspectives when crafting policies, laws,
programs, and projects to ensure both men and
women are able to utilize and benefit from them.
Principles of Gender Mainstreaming

•According to Wien (2010), there are 5 principles of

gender mainstreaming:
1.Gender-sensitive language.
2.Gender-specific data collection and analysis.
3.Equal access to and utilization of services
4.Women and men are equally involved in decision
making.
5.Equal treatment is integrated into steering
processes.
GENDER SENSITIVE LANGUAGE
Use of gender neutral
nouns: doctor, police
officer, firefighter,
salesperson, nurse,
entrepreneur, plumber,
pilot, etc.

• Texts referring to or addressing both women and men must

make women and men equally visible.
• This applies to, among others, forms, documents, telephone
directories, texts on the intranet and the internet, advertising
for events, folders, posters and films.
• Attention must also be paid to a gender-sensitive choice of
images when preparing public relations material.
GENDER SPECIFIC DATA COLLECTION & ANALYSIS

• Data must be collected, analyzed and presented by gender.

• Social dimensions, such as age, ethnicity, income and level
of education should also be reflected where possible.
• Gender-specific analysis of the initial situation must
provide the basis for all decisions.

EQUAL ACCESS TO & UTILIZATION OF SERVICES

• It is important to identify:
• Who uses the services (women or men or both)?
• Who are the clients (women or men or both)?
• Who are the target groups(women or men or botH) ?
• Do women and men have different needs?
• Are the different circumstances of women and men taken into
account when planning and designing services?
• Do all target groups have access to the same facilities or services?
• Who benefits most?
• Which group would suffer most if they could not use the services
offered?
• Are the offices providing the service structurally gendered and barrier
free, (i.e. the waiting areas, lighting, access without steps, signage)?
EQUAL ACCESS TO & UTILIZATION OF SERVICES

• For example, in the design and

construction of evacuation centers, the
needs of both sexes are considered like
proper segregation of facilities between
sexes to ensure no untoward incidences
of harassment happen.
• Another example is the design of gender
neutral uniforms to ensure that they are
comfortable to wearers regardless of
gender.
• Gender neutral restrooms
WOMEN & MEN ARE EQUALLY INVOLVED IN DECISION
MAKING

• There should be a balanced gender ratio at all levels of decision

making.
• This is also important when appointing working groups, project
teams, commissions and advisory boards, as well as when
organizing events, e.g. when selecting speakers.
• Workplaces must be structurally gendered and barrier free where
possible (e.g. gendered signage, sufficient lighting, avoiding
potentially frightening situations as in poorly accessible basement
archives, access without steps, social rooms for different
occupations).
EQUAL TREATMENT IS INTEGRATED INTO THE STEERING
PROCESS

• Paying attention to the

different circumstances of
women and men enhances:
• the success rate,
• effectiveness and
• maximum utilization of staff
and funds.
• When doing organizational
projections, targets, and
accomplishments, they are
processed without any
reference to one’s gender.
Gender Mainstreaming
Multiculturalism

•Attributes and behaviors of men and women are shaped by

culture
•Some long held beliefs about the roles appropriate to men
and women are the main stumbling block in the attainment of
gender equality
•Multiculturalism opens doors for tolerance and dialogue
•Multiculturalism encourages open-mindedness
Social institutions that can reinforce gender
equality

• State- laws and statutes

• Educational institutions-
curriculum, character
development
• Mass media- stereotyping
• Economy – opportunities
and access to resources
• Family- norms and
acceptable behavior
• Religion- morality
Attitudes and Behavior that are Taboo for Men
and Women in Philippine Society
MEN WOMEN
•Letting women pay during •Making the first move
dates in courtships
•Washing women’s clothes •Smoking & drinking

•Crying openly in public •Watching pornography

•Using make up, lip sticks, and •Premarital sex (losing

other cosmetics virginity)

•Promiscuity
•Assertiveness (ability

without fear of

the predatory & violent crimes:
1. Predatory crimes- homicide,
theft, robbery, rape, and murder.
2. Hate crimes
