is that all people have the ability to learn,
regardless of their particular disabilities.

a child’s disability pertinent to the child’s
performance in an educational setting.

testing accommodations as stipulated on
the IEP.

so that they can become good advocates for themselves in all settings.

Jomtien (1990) Targets/ (WCEFA Framework)

• Expansion of early childhood care and development activities


• Universal Primary Education by the year 2000

• reduction of the adult illiteracy rate to one-half its 1990 level by the year
2000, with sufficient emphasis on female literacy
• expansion of provisions of basic education and training in other essential

Salamanca Statement (1994)

The Salamanca Statement says:


• every child has a basic right to education
• every child has unique characteristics, interests, abilities and learning needs
• education services should take into account these diverse characteristics and
needs
• those with special educational needs must have access to regular schools
• regular schools with an inclusive ethos are the most effective way to combat
discriminatory attitudes, create welcoming and inclusive communities and
achieve education for all
EFA (Education for All)

• First Launched in Jometien, Thailand in 1990. Adopted by The Dakar


Framework in April 2000 at the World Education Forum in Senegal, Africa
• A global movement led by UNESCO (United Nations Educational, Scientific
and Cultural Organization), aiming to meet the learning needs of all children,
youth and adults by 2015
• Goal 1: Expand early childhood care and education
• Goal 2: Provide free and compulsory primary education for all
• Goal 3: Promote learning and life skills for young people and adults
• Goal 4: Increase adult literacy by 50 per cent
• Goal 5: Achieve gender parity by 2005, gender equality by 2015
• Acknowledgement of the exclusion of large
numbers of vulnerable and marginalized groups of
learners from education systems worldwide.
