Emergency Call-Out Procedure

In The Event Of SERIOUS EMERGENCY contact the following


numbers:
1. Call PMC Duty Manager (5874775)
2. Call RLIC 4748888

Provide following information


• Your name
• Your company
• Location grid reference.(AR/42)
• Inform the emergency service to meet you at the Pearl
GTL Gate # 5 A.
• Details of emergency (Fire, Explosion,
Heart Attack, serious accident,
environmental spillage etc).

3. Then call the CHC Duty OSC (6829772)


Emergency Call-Out Procedure

LESS SERIOUS EMERGENCY (Level 1):


1. Call the CHC Duty OSC (6829772), When the duty OSC
receives an emergency call he responds to the incident
and carries out an assessment. If necessary, the duty
OSC calls the IRT Coordinator to assist. If the situation is
serious, he raises incident to level 2 emergency by calling
PMC Duty Manager (5874775) & RLIC 4748888. OSC also
informs CHC senior management

2- The IRT Coordinator is responsible to call out the Initial


Response Team and the medical team:

Emergency Call-Out Procedure

1. The Site evacuation alarm sound is alternate blasts of


the air horn 3 seconds on\3 seconds off \3 seconds on\3
seconds off for period of 1 minute.
Site all clear- A continuous blast for 7 seconds.

2. The Office evacuation alarm is a continuous ringing of


the fire bell (located adjacent to the front entrance).
Office all clear- Is given by the Fire Marshalls.
Action: In the event of an emergency alarm

If you hear the alarm whether at Site or at CHC Office


take the following action:
• Stop Work.
• Make all your equipment and job safe.
• Walk ( Do not run) to your nearest muster point.
• Wait at the muster point for a further instructions.
How the chemical will enter in to our
body.

Direct contact.
Workers should get information, instruction,
& training regarding all the hazardous
chemical they are dealing with in their course
of work.
All the container should be labeled.
PPE must be worn by the workers.
In the project, for all the chemical must have
a MSDS.
MSDS are kept in the designated places like
HSE OFFICE, MEDICAL AID CENTRE, WARE
HOUSES, etc.
Special permission ( P.T.W ) is necessary.
Keep cylinders free of oil & grease compounds.
Keep all cylinders away from heat & at least 20 feet
away from combustible materials.
Make sure that valve cap are fitted on all cylinders,
even empty one also.
Ensure that gas cutting set
should have regulator, press:
gauges, flash back
arrestor, non return valve,
hoses ( color coded), and
fitting also.
Fire watch shall be maintained for at least 30 minutes
after completion of welding.
Personal protective equipment must worn by the
workers while doing the welding.
In the case of abrasive wheel like grinding etc.. Safety
guards should be fitted.& clear face shield with safety
glass.
Emergency buttons shall be fitted on the equipment.
Maintain all tools and equipment sharp and clean.
Rpm rating on the grinding wheel must be rated at or
higher than the rpm of the grinding machine.
Only authorized people can work on the
equipment.
Good Manual handling technique is
necessary for lifting and moving loads.
To be successful, good handling
technique requires training and
practices.
Assess the load.
Ensure that the travel route is
clear & well lit.
Get as close to the load as
possible.
Get a secure grip( wear gloves).
Position feet apart, one foot
flat the floor at the side of the
load, the other foot behind,
with head raised.
Keep the back straight. – maintain the natural
spinal curve by lifting the head.
Bend the knees – lift using the thigh muscles.
Keep the load close to the body- heaviest side
to the trunk, avoid jerking, make a smooth
movement.
Move the feet- avoid twisting at the waist.
Put down, then adjust- slide to desired
position.
If necessary ask for help.

• Maintain a neat, clean and orderly jobsite.
• Provide adequate lighting in around our site.
• Periodic scrap removal from each section.
• Proper storage of reinforcement, shuttering,& all
the construction material.
• Proper barricading with signage(hard&soft ).
• Removal of waste concrete, empty cement bags,
plastic bottles, oily wastes & cotton waste
etc…..
Empty oxygen/DA cylinder be removed from
site and sent back to store.
Proper access shall be maintain with un
slippery floors.
Proper storages of flammable materials.
Cleaning on periodic basis.
Wastes should be stored in suitable
receptacles.
“ A clean work place is a safe Work
place”
Note: Poor housekeeping is a potential for
accident & ill health.
WASTE : Waste refers to any unwanted materials left
over from production, processes, or refuse from
places of human or natural habitation.

HAZARDOUS WASTE- spent batteries, used engine


oil, chemical waste, used chemical drums, empty
paint cans.

NON HAZARDOUS WASTE- uncontaminated wood,


cardboard and paper, domestic waste.

INERT WASTE- concrete waste, spent electrodes,


excavated soil, metal scrap, scrap electric cables
and used tires.
LABEL THE SKIPS ( MULTI LANGUAGE )
DIFFERENTIATE THE WASTE
KNOW THE AREA WHERE THE WASTE TO
BE DISPOSED.
DUMP IN DESIGNATED AREAS ONLY.
AVOID SPILLAGE.
REUSE AND RECYCLE THE GOOD FROM
THE WASTE.
PROTECT THE ENVIRONMENT FROM THE
WASTE.
IMMEDIATE HELP GIVEN TO A VICTIM IN CASE OF
EMERGENCY LIKE ACCIDENT, UNCONSCIOUSNESS,
ETC, BEFORE A MEDICAL HELP ARRIVES.

AIM OF FIRST AID:


PRESERVE LIFE & minimize the consequence of
serious injury.
PREVENT DETERIORATION by re assuring the
casualty & lessening the effect of medical shock.
PROMOTE RECOVERY, including treatment of minor
injuries that do not require medical attention.
MAKE SURE YOU KNOW WHERE THE FIRST
AID BOXES ARE.

ENSURE THAT A FIRST AIDER IS AVAILABLE.

ENSURE THE BOX IS WELL STOCKED

In site vehicle speed limit is 30 km/hr.
Have the head lights ON
Seat belt must be worn at all times.
Drivers must not overtake.
Drivers must not use mobile phone (or
radios) while driving.
Drivers must have a valid Qatari driving
license.
Drivers must have a certificate of DDC
( Defensive Driving Course )
Drivers must be assessed competent.
Drivers must have a fitness – to work
certificate from an approved clinic/doctor.
Never drive under the influence of alcohol or
drugs.
Never keep loose items in the cab.
Vehicles working on site must have a valid
inspection sticker.
No walking on Bus when it is moving.
No smoking.

All the lifting equipment should be
inspected quarterly
All the lifting equipment should be
colour coded.
Keep other people out of the area, i.e.
install a barricade around the area
under the load.
Qualified rigger is assigned.
Signal man/ banks man wears a
different colored vest.
No open hooks. All the hook should
have safety latch & it should be
working correctly.
Crane out riggers on solid/ level ground
and pads used.
COLOUR CODE
All person working at height ( more than 1.5m) must:

All electric cords, tools &
equipment shall be inspected
and color coded to ensure they
are in good condition.
Cables are free from water/
moisture.
Cables are kept off walkways &
roads.
Unsafe electrical equipment shall
be removed from site.
Danger signs shall be posted to identify electrical
hazards.
Equipment shall be locked or tagged
to prevent unauthorized use.
Earth leakage protection devices shall
be used in all electric portable tools
and equipments.
Proper grounding / earthling should
be given.
Distribution boxes are safely located
and locked.
Special permission needed (P.T.W)
Safe access to confined space.
Mechanical equipment should be locked and tagged
out.
Adequate lighting & intrinsically safe.
All confined spaces shall be ventilated and gas free.
Test / monitor the atmosphere inside the confined
space & record it on the permit.
Confined space watchman to be clearly identified &
have the emergency response equipment on stand by.
Log in / out record should be maintained, i.e. sign in /
sign out sheet being used.
WHEN LIGHTING IS NEEDED ?
1.If the daylight does not provide the
sufficient lighting.
2.When the work need to be carried out
in night & in confined spaces.
3.Inside the Building area.
Don’t work in the dark. All work areas need to
be lighted up.
Make sure there is good lighting in your work
environment.
If the lighting is inadequately to work safely.
Stop & advice your supervisor.
All escape routes should be lighted up.
Muster point should be marked & have
adequate lights.
All openings are to be covered & or
barricaded to prevent falling objects.
Toe boards must be used on
scaffolding & platforms.
Tools & equipment must be tied off
when working at height.
Good house keeping is essential to
prevent objects falling & injuries.
HEALTH AND WELFARE
All personnel working in defined job types must
have fitness to work certificate.
Information & instruction should be provided to the
workers regarding heat stress.

HEAT STRESS : Those who are working in high air temperature or


high level of humidity.

Physiological effects : skin burns, cataracts, dehydration, heat


cramps, raised heart rate, headache, confusion, vomiting,
fainting.

100% compliance with heat stress flag.
