Stage -1 Audit
The purpose of Stage-I audit is to assess the Organization preparedness for the Stage 2 audit

Stage-I audit is an on-site audit that involves:

a) Scope of the Educational Organizations Management System, types of product and services
covered, processes involved and relevant statutory and regulatory requirements

b) Confirmation of the information submitted in the application

c) A review of the documented information of the implemented Educational Organizations


Management System
Stage 2 Audit

The purpose of Stage 2 audit is to evaluate implementation, including


effectiveness of the Educational Organization Management Systems

The gap between the Stage I and Stage II audit shall not be more than 6 months. In
case a longer interval is required, a repeat Stage-I audit may be necessary.
Stage-II includes auditing of at least the following:
• information and evidence about conformity to all requirements Educational
Organization Management Systems as per IS/ISO 21001,
• performance monitoring, measuring, reporting and reviewing against
performance objectives.
• ability to meet statutory/regulatory and contractual requirement,
• operational control of the processes

• Internal Auditing and Management Review,

• Verification of Records

• Any other requirement, as determined by the Bureau.


Grant and Operation of License
After implementation of Educational Organization Management Systems as per
IS/ISO 21001 is verified during Stage I and Stage II audits.
License shall be granted for a period of 3 years.

Surveillance
The surveillance audits shall be conducted at least once a year to maintain
confidence that the Educational Organization Management Systems continues
to fulfill requirements of IS/ISO 21001.

A surveillance audit is not necessarily full system audit.


Re-Certification Audit
In 3rd year, re-certification audits planned before the expiry date.

Renewal audit is conducted to evaluate and confirm the continued conformity


and effectiveness of the management system, and its continued relevance and
applicability for the scope of certification.

Re certification audit activities may need to have stage 1 audit in situations


where there are significant changes.
Re-certification is done for a period of three years.
Special Audits
Any change in scope, suspension, withdrawal, cancellation may be identified during
surveillance/ re-certification audit. Unannounced audits may be required to be
carried out to investigate the complaints or in response to changes in source,
distribution system, storage system or treatment process, etc.

Suspension, cancellation of license

The license may be suspended or cancelled as per the BIS (Conformity Assessment)
Regulations, 2018.

Fee Structure

Application Fee*

(a) Large Industrial Enterprises- Rs. 1,000/-


(b) Micro, Small and Medium Industrial Enterprises- Rs. 500/-
(c) Central/State Govt. Organizations- Rs. 500/-

Relaxation in Application Fee- For subsequent application (i.e. second


application submitted by any licensee/applicant), no application fee shall be
chargeable

Audit fee:*

(a) For units located within India:


(i) Large Industrial Enterprises- Rs. 12,000/- per manday
(ii) Micro, Small and Medium Industrial Enterprises- Rs. 9,000/- per manday

(b) For units located outside India:


(i) Rs. 12,000/- per Manday shall be chargeable.

Relaxation in Audit Fee- If the Actual Travel Cost incurred during an audit is
less, the DDGRs may grant relaxation upto Rs 4,000/- per manday spent in
travelling for Large Industrial Enterprises and Rs 3,000/- per manday spent
in travelling for Micro, Small and Medium Industrial Enterprise

(a) Large Enterprises - Rs. 30,000/-


(b) Micro, Small and Medium Enterprises - Rs. 15,000/-

Licence Fee for organisations with multiple service outlets*


For each additional site (with similar activities) to be covered under the scope, additional
licence fee to be paid for each site shall be Rs 5,000/- per site.

Relaxation in Licence Fee - No licence fee for Libraries, Laboratories,


Schools, Colleges, Polytechnics, Training Institutes, Research institutes
and Health Care establishments, organizations working in the interest of
society‟ of the Central/State/Local government and Charitable organizations
working on No Profit- No Loss basis irrespective of their size
