Community Engagement
• Men and women, people from all walks of life should

identify collective solutions as a community.

Community Development
• is a concept that can be viewed as a process and an
outcome. A process, it entails people’s active participation
in bringing about solutions to problems collectively
identified.

• as an outcome, it speaks of a state in which people enjoy


better health through their own efforts or to a broader sense
better quality of life
Community Organizing
• it is critical to achieve the goals of PHC and that Public Health as a
science call for organized community efforts
• it is a form of community engagement that seeks to rally people to work
together and act on issues owned, identified and solved thru and by the
people’s own efforts.
• People-centered, developmental, participatory, democratic and process
oriented methodology in helping people achieve their full potential
• As a method, CO draws its approach and techniques from the
fields of sociology, anthropology, community dev’t and social
work (multidisciplinary)
• As a framework, it speaks of a sustained and continuous
process of enhancing capabilities and resources of the
community in response to their issues and concerns.
• As a philosophical approach to dev’t, it “aims to transform the
voiceless and the powerless into a dynamic, participatory and
politically responsive community”

Community Organizing is a values-based
process, tracing its roots in:

• Human Rights
• Social Justice
• Social Responsibility
Models / Typology of Community Organizing
• Locality Development - people living in the same area are
bound by the same issues and problems; develop their
capacities in dealing with their own concerns.
• Social Action - people of same social class, occupation or
ideology (labor unions, students fighting for their rights,
women against misogyny and discrimination, nurses
calling for better salaries)
Social Planning - experts driven and highly
technical solutions to problems of society at
large

Site Selection

a. formulating criteria for selection


b. performing an ocular visit
c. initiating contact with the community
Criteria for Site Selection:

• A community with a population of 100 or more


families;
• marginalized or in need;
• peace and order situation is generally safe;
• people are rsceptive and willing to participate
Entry and Integration
• meets with the local leaders
• multiple visits to the community until a formal partnership is arrived at,
and details of community engagement, timeline and expectations are
mutually agreed
• signing of memorandum of understanding among sectors involved
• formal entry commences when local leaders introduces the organizers to
the community (avoid creating false hope and tokenism; goes against self
reliance)
• integration - facilitate deeper understanding of the lives pf the people, their
context, and struggles - imbibe community way of life
• build more than rapport but trust
Social Investigation

• Collection of information in a systemic manner to generate


community profile
• Techniques used: survey, interviews, participatory methods
like transect walk
• Referred to as a process of collecting, analyzing and
interpreting data to identify needs and problems of the people
of the community (demographics, socioeconomic conditions,
health status and environmental indices)
Social Mobilization
• Commonly referred to as organizational phase
• Primarily characterized as the point in which greatest participation is
encouraged
• Steps:
1. Identifying Potential Leaders
2. Formation of a core group
3. Organization and implementation
4. Evaluation and Phase out
Capacity Building
• Refers to education and training activities initiated to facilitate
community’s acquisition of knowledge and skills. (beginning to
end)
• Teaching is done primarily to raise people’s consciousness and
eventually foster insight that problems can be solved thru their
own efforts
• Help the community help themselves
• SWOT Analysis (Strengths, Weakness, Opportunities and Threats)
• SALT (Self-Awareness Leadership Training)
