Congratulating are words or expressions given to people who have

gotten or experienced something (get happiness).In this case it is not
limited to getting a new positionor goods,but also including when
someone is celebrating something.Example:is celebrating a big day.
The social function of congratulating:

• To congratulate for a promotion job,
• To congratulate for someone gets luck,
