The Juvenile System in the Philippines is
largely governed by the enactment of R.A.
9344 which established the Juvenile Justice
WHAT IS JUVENILE and Welfare Act of 2006 further amended by
R.A. 10630,

Now entitled AN ACT STRENGTHENING
THE JUVENILE JUSTICE SYSTEM IN THE
PHILIPPINES, AMENDING FOR THE
PURPOSE REPUBLIC ACT NO. 9344,
OTHERWISE KNOWN AS THE
"JUVENILE JUSTICE AND WELFARE ACT
OF 2006" AND APPROPRIATING FUNDS
THEREOF
This act determined the

JUVENILE classifications of Children in


Conflict with the Law (CICL)

JUSTICE and Children at Risk. The


former being the young

SYSTEM offenders, while the latter as


the children whose
circumstances makes them
vulnerable to possible
commission of crimes .
This aspect has raised
numerous questions from
PHILIPPINE
different sectors, including
JURISPRUDENCE
that of the common
Filipino people.
PRINCIPLE OF JUVENILE
JUSTICE
The underlying principle of Juvenile Justice in the country
is the concept of "parent patriae" which idea literally means
that the state shall act as a parent to its children. In
particular, it has to provide the necessary care and
nurturing to its children such as a restorative and
reformative intervention for child offenders rather than
punitive.
CONCEPT OF JUVENILE
JUSTICE
Another important concept is the principle of "tabula rasa"
where children are personified as a blank sheet of paper an
whatever markings left therein will become their learning.
Amendment of the
OUR STAND existing Juvenile Justice
Law.
1) There is a dire need to separate child offenders from the adult ones for
some intolerable reasons like the status of the correctional facilities in the
country, the uncertainty of speedy trial, and the many other factors that may
affect the overall development of the child.

STAND 2) CICL commonly acts under impulsive behavior, inability to decipher the
consequences of their action, and the lack of appropriate supervision.
