What is Early Intervention?
- Is a support and educational system for
very young children (aged 0-6) who have been victims of or who are at risk for child abuse and or/ neglect as well as children who have developmental delays or disabilities. The mission of early childhood intervention is to: assure that families who have at risk children in this age range receive resources and supports that assist them in maximizing their child’s physical , cognitive, social and emotional development while respecting the diversity of families and communities. IDEA AND EARLY INTERVENTION/ EARLY HILDHOOD SPECIAL EDUCATION Since 1975, Congress has enacted five bills reauthorizing and amending the original IDEA. The second of those bills, PL 99-457, has been called the most important legislation ever enacted for young children with developmental delays (Shonkoff and Meisels, 2000). Before passage of this law, Congress estimated that states served at most about 70% of preschool children with disabilities, and systematic early intervention services for infants and toddlers with disabilities from birth through age 2 were scarce or nonexistent in many states. PL 99-457 mandated preschool services for children with disabilities ages 3 to 5 and included a voluntary incentive grant program for early intervention services to infants and toddlers and their families P.L 99-457 Programs Pre-school Grant Program (3-5 years old) Handicapped Infant and Toddler Program
Individualized Family Service Plan*
- These plan require that families participate in defining the child’s intervention program. Addressing Gaps in P.L 94-142 P.L. 94-142, the Education for all Handicapped Children Act of 1975, created a “right to education” for handicapped children between ages six and eighteen. Along with the Act, Congress created the Preschool Incentive Grant, which instead of mandating that states serve children below the ages of six, it provided a money incentive. P.L. 99-457 included a new Preschool Grant Program which was a mandate rather than an incentive and provided three times the funding for 3-5 years old. Early Intervention services may include; Family Training Counselling Home Visits Speech Pathology Occupational Therapy Physical Therapy Psychological services Early Intervention services may include; Case Management Services Medical (diagnostic/evaluation) Health Services Social work services Vision services Assistive technology devices Transportation Individualized Family Service Plan (IFSP) An Individualized Family Service Plan (IFSP) is a plan for special services for young children with developmental delays. Infants and toddlers are typically categorized under developmental delay because eligibility criteria for young children tend to be unreliable. Individualized Family Service Plan (IFSP) Objectives need to: 1. Be important to family (reflect their priorities and concerns) 2. Be written so that parents can understand the objective when a therapist is not present (parent-friendly) 3. Be embedded within the activities in the child’s and family’s routines. 4. Be observable. IFSP’s differs from IEP’s 1. It revolves around family as the constant and most important factor in the child’s life; 2. Defines the family as the recipient of early intervention services rather than the child alone; 3. Focuses on the natural environments in which the child and family, extending the setting in which the services provided beyond formal settings such as preschool to everyday routines in home and community; and 4. Includes interventions and services providedby a variety of health and human services agencies in addition to educcation. -THANK YOU!!!
