BACKGROUND
• POPDEV Integration is one of the program
components of the Philippine Population
Management Program (PPMP)
• Philippines is also committed to the
implementation of the ICPD Program of Action
held in Cairo in 1994 particularly in:
 Integrating population concerns in development
strategies, planning, decision-making and resource
allocation at all levels to improve the quality of life of the
present and future generations.
WHAT IS POPULATION?
• Pertains to PEOPLE/HUMAN BEINGS
• Refers to the events that affect their numbers, age and sex
composition and their spatial distribution or outcomes in a
collective manner.
WHAT IS DEVELOPMENT?
• The Capacity “ TO DO” and “TO BE”

wherein:
TO DO – refers to productive & satisfying work;
to participate in community affairs;
to travel in search for economic &
social opportunities.
TO BE – refers to a person’s capacity to be

educated, healthy, well-nourished &
secured from harm
WHAT IS POPDEV INTEGRATION?
BASIC PREMISE :
• The everyday activities of people, communities and
countries are interrelated with population change,
patterns and levels of use of natural resources, the state
of the environment, and the pace and quality of social
and economic development.

are INTERRELATED and INTERDEPENDENT
WHAT IS POPDEV INTEGRATION?
• It is Not ONLY using population as a demand variable but

looks at people as the actors and the end beneficiaries of
development activities.
• Not ONLY concerned on achieving population goals but on

how these goals contribute to development.
• Not ONLY focused on family planning or population

programs but what are population interventions that
contributes to development goals and vice versa.

 More comprehensive description of the people,
locality and the situations and conditions that
surround them (using the POPDEV frameworks);
 Deeper analysis of:

• the interacting population and development
factors that affect a certain problem condition
WHY THE NEED FOR POPDEV
PLANNING APPROACH?
• Deeper analysis of the potential impact of
identified programs and projects.
• Ensures identification of more responsive,

equitable and effective interventions (policy &
programs)
• Ensures greater efficiency in resource allocation.
