HISTORY

• The foundation of the statistical system in India was laid down by the
British administration in the period 1840-1865
• The British government of India were required to publish the
relevant statistics in their annual administration reports. The British
government of India in Calcutta assumed the task of compiling and
editing the trade statistics for all of British India. The product, as it
emerged and the forms for this information were later made
uniform, and the first Statistical Abstract of British India (1840-1865)
was based on such information provided by the states.

• Statistics in India thus developed to cover the fields of agriculture,


industries, civil supplies (during the World War ), education, forestry,
labour, cooperation, health and vital statistics.
 In that period various Dept. and Directorate like Dept. of Agriculture and
commerce(1875),office of director general of commercial
intelligence(1905),Statistical research bureau (1933), Ministry of
Finance(1945) Came into existence and NATIONAL SAMPLE SURVEYS
were conducted(1950).

• A small statistical unit was set up at the Centre in the Cabinet Secretariat
in 1949. This unit was developed later on in 1951 into the Central
Statistical Organisation (CSO).
• In April 1961, the Department of Statistics was set up in the Cabinet
Secretariat and the CSO became a part of it.
• As discussed earlier the statistical organizations were set up under the
cabinet secretariat in different years but in 1973 some of these were
brought under Ministry of planning .

So…..There were two independent departments under the ministry


• (1) DEPARTMENT OF STATISTICS
• (2) DEPARTMENT OF PROGRAMME IMPLEMENTATION
In Feb,1999 ,the Dept of Statistics and Dept of Programe Implementation were
merged and to form the Department of Statistics and Programme
Implementation.
FOUNDATION

• On 15 October 1999, the Department of Statistics and


Programme Implementation was declared as the
Ministry of Statistics and Programme Implementation
(MOSPI).
VISION AND MISSION OF FOUNDATION OF
MOSPI
VISION
• To be the best and most innovative National Statistical System in the
world;
• To effectively monitor the programmes Projects for ensuring efficient use
of national resources .
MISSION
• (1)TO make ready (to be used) safe, good and timely
data and to undertake regular Assessment 1 of knowledge for
computers needs for well-detailed decision making.

• 2. To adopt and evolve standards and methodologies for statistics


generated by various elements of the National Statistical System and
to steer its development for further improvement and bridging data
gaps.

(3) To ensure and strengthen trust and confidence of all


stake holders in the National Statistical System by
maintaining confidentiality of data providers and
promoting integrity and impartiality of all elements of
official statistics .

To facilitate and monitor the implementation of
Members of Parliament Local Area Development
Scheme (MPLADS), Twenty Point Programme and other
programmes and schemes for socioeconomic
development of the country and many more…………
WINGS OF M0SPI
• (A) Department of Statistics
• It is also known as National Statistical Office (NSO).It has three wings namely
Central Statistics Office (CSO), Computer Centre and National Sample Survey
Organization (NSSO)
• (1) Central Statistics Office (CSO,located at delhi)
It is responsible for coordination of statistical activities in the country and for
evolving and maintaining statistical standards. Its activities include compilation of
National Accounts, and Economic Censuses, compilation of Index of Industrial
Production, as well as Consumer Price Indices.
Present Director General of CSO is Shri Rajeev Lochan
.

• National Sample Survey Organisation (NSSO)


• The NSSO in India is a unique setup to carry out surveys on agricultural and
industrial subjects for collecting data from house holds and from enterprises
located in villages and in the towns. The NSSO has four divisions
• 1) Survey Design and Research (SDR) at CALCUTTA: Responsible for
technical planning of surveys, formulation of concepts and definitions, sampling design, designing of
inquiry schedules, drawing up of tabulation plan, analysis and

• 2) Field Operations Division (FOD) :TOTAL 173 BRANCHES IN


INDIA(Responsible for the collection of primary data for the surveys undertaken by NSSO.)

• 3)Data Processing division:


• headquartered at CALCUTTA and 6 other branches ( responsible for sample selection,
software development, processing, validation and tabulation of the data collected through
surveys.)
4) Economic Analysis division at delhi (Its brings out the bi-annual journal
of NSSO, titled “Sarvekshana”, and organizes National Seminars on the results of
various Socio-economic surveys undertaken by NSSO.

• (B) Department of Programme Implementation


• a)Monitoring of the Twenty Point Programme (TPP);

• (b)Monitoring the performance of the country’s 11 key infrastructure sectors,


viz., Power, Coal, Steel, Railways, Telecommunications, Ports, Fertilizers, Cement,
Petroleum & Natural Gas, Roads and Civil Aviation (IPMD);
• (c)Monitoring of all Central Sector Projects costing Rs. 150 crore and above
(IPMD); and
• (d)Monitoring the implementation of Members of Parliament Local Area
Development Scheme (MPLADS).
NATIONAL STATISTICAL COMMISSION

• The Government of India through a resolution dated 1st June, 2005 set up the
National Statistical Commission (NSC). The setting up of the NSC followed the
decision of the Cabinet to accept the recommendations of the Rangarajan(an
economist and statistician) Commission, which reviewed the Indian Statistical
System in 2001
• The Commission has a part-time Chairperson, four part-time Members each
having specialization and experience in specified statistical fields and an ex-officio
Member. The Chief Statistician of India, the post created specifically as the Head
of the National Statistical Office is the Secretary of the Commission. He is also
the Secretary to the Government of India in the Ministry of Statistics and
Programme Implementation.

The ministry offers internship in New Delhi as well as in the Regional Offices (RO)
of various states.
Every year the ministry calls for applications of the Internship for students and
scholars.

• 3) National Data Bank


• The National Data Bank of Socio-Religious categories is developed with a
view to provide users access to all data, pertaining to various aspects of
socio-economic life of population falling in different social/religious
categories, from a single window related to education , labour , health,
population , census data , various programme and schemes related data.
These data can be useful for any project or research purpose.
